for More Electric Aircraft Integrated Power Unit (IPU) Demonstration.
The Wright Laboratory, Aero Propulsion and Power Directorate, Aerospace
Power Division is seeking sources for the demonstration of electric
auxiliary power unit (APU) functions for aircraft applications. The
demonstrator design for this program will provide sufficient electrical
power for aircraft main engine electrical starting, self-sufficient
ground power, and emergency power (including inflight engine start
assist). The objective of the program is to integrate technologies
developed under prior and ongoing programs into an operational APU
demonstrator. It is anticipated that a target aircraft installation
will be chosen to guide the demonstrator development. This program will
be multiphase: PHASE I will concentrate on developing a detailed
demonstrator design and a plan for the demonstration, in Phase II the
contractor will execute the demonstration plan by fabricating and
testing, as a minimum, an electric starter/generator driven by
airbreathing turbomachinery. Responses must demonstrate that the
prospective contractor: 1. has detailed knowledge of military aircraft
auxiliary power systems, especially MEA approaches, 2. has knowledge
of overall integration of auxiliary power with a MEA, 3. possesses
facilities to design, fabricate, test, and evaluate the performance of
the IPU demonstrator produced in this program. One cost plus fixed fee
(CPFF) contract of 54 months technical effort with approximately 60
person years is anticipated. The following is the expected year to year
funding profile starting in FY95: $5,000, $1,200,000, $2,500,000,
$2,800,000, $2,000,000, $440,000. The individual responsible for

Streamline Contracting Procedures (RDSCP) apply to this acquisition in
accordance with DFARS 235.70. A standard request for proposal (RFP)
will not be issued. The complete solicitation will appear in a
subsequent edition of the Commerce Business Daily. As such, respondents
to this notice must include complete address information to the office
indicated below in order to receive any supplemental
packages/amendments. Firms responding should indicate whether they are
or are not a small business, a socially and economically disadvantaged
business, a woman-owned business, a historically black college or
university, or minority institution. For this item the general
definition to be used to determine whether your firm is small is as
follows: ''A small business concern is a concern that is independently
owned and operated, is not dominant in the field of operation in which
it is bidding on government contract and with its affiliates, the
number of employees does not exceed 1000 persons.'' SIC Code 8731
applies. ''Concern'' means any business entity organizations or profit
with a place of business in the United States, its possessions, Puerto
Rico, or the Trust Territory of the Pacific Islands, including but not
limited to an individual, partnership, corporation, joint venture,
association or corporation. The Air Force reserves the right to
consider a small business set-aside based upon responses hereto. Small
business respondents should provide a statement of capabilities to
assist the Air Force in making a set-aside decision. All respondents
shall include in any request their assigned Commercial and Government
Entity Code. Respondents are further requested to indicate their status
as a Foreign- owned/Foreign-controlled firm and any contemplated use of

this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of the acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
