(518) 786-4740. It is contemplated that an indefinite delivery contract
will be awarded by the New York United States Property & Fiscal Office
for qualified Professional Architect-Engineer (A-E) Services at the
105th AG, Stewart ANG Base, Newburgh, NY. The selected firm will be
tasked to perform Architect-Engineer (A-E) multi-disciplinary designs,
delivery orders, projects, consisting of services entailing Title I,
Type A, Investigative, Type B design services and Title II, Type C,
Construction Inspection services, or any combination thereof. Each task
order is different and will require a unique mixture of engineer
disciplines. Projects may include, but are not limited to, structures,
pavements, site utilities, utility systems, HVAC and environmental.
The indefinite delivery contract will have a maximum monetary
limitation of $750,000. No single delivery order will exceed $150,000.
The contract duration shall be for a period of one year from the date
of initial contract award, estimated to be awarded on or about 15
April 1995. IAW FAR 52.217-09, the Government may extend the term of
the contract for one additional year, by writtn notice within the time
frame specified in the contract. An individual task order will be
negotiated for each project requiring design and/or constructon
inspection services. An initial task order is not yet defined, and will
not be concurrently awarded with the initial contract. Selection of A-E
Services is not based upon competitive bidding procedures, but rather
upon the professional qualifications necessary for the satisfactory
performance of the required services. Necessary professional
qualifications are listed in priority order as follows: 1) Experience
and professional qualifications of personnel in the architectural and
structural, civil, mechanical and electrical engineering disciplines as
they relate to the maintenance, repair and minor construction design in
various disciplines. 2) The firm's and project manager's experience and
technical competence in design type contracts; 3) Capacity to complete
task orders in the required time, with respect to available of key
personnel and firms workload; 4) Past performance on contract in terms
of quality of work, cost control and compliance with performance
schedules; 5) Location of firm's office (where the project manager
works) determined in relative proximity to the Stewart ANG Base, 6)
Volume of work previously awarded by DOD and ANG. (NOTE: Provide total
number of DOD awards (including, basic contracts, mods, task orders
etc) an the total value of those AE awards within the last 12 months
prior to the date of this announcement. This total shall appear in
block 10 to the Standard for 255). Firms that do not comply with this
requirements will be considered non-responsive. Architect-Engineering
Firms desiring consideration shall submit appropriate data (SF 254 &
255) in accordance with Note 24. Applications are due February 27,
1995. However, if the announcement appears after January 27, 1995
applications are due 30 days after the publication date. This project
is not set aside for small business (SIC Code 8712). Important: In
