(512)939-2158. Work consists of preparing detailed plans,
specifications and cost estimates for civil engineering related
projects with emphasis on road and airfield pavement repair and
construction. Structural-related experience is also highly desirable.
Related mechanical, electrical, environmental and architectural work
may be required. Firms responding to this announcement before the
closing date will be considered for selection; subject to any
limitations indicated with respect to size and requirements listed.
Following an initial evaluation of the qualification and performance
data submitted, firms considered to be the most highly qualified to
provide the type of services required, will be chosen for interviews.
Selection of firms for negotiation shall be through an order for
preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required, that include: (1) QUALIFICATIONS: Technical
qualifications of the firm's design team to design roads and airfield
projects. (2) EXPERIENCE: Recent experience of the firm in: a) paving;
b) Designing projects to Navy design criteria. (3) PERFORMANCE: Past
experience on contracts with DOD agencies and private industry in terms
of quality of work, cost control and compliance with performance
schedules. (4) CAPACITY: a) Ability to sustain the loss of key
personnel while accomplishing the work within the required time limits;
and b) Volume of DOD work awarded during the past 12 months. (5)
LOCATION: a) Knowledge of probable site conditions; b) Knowledge of
regulatory requirements that would affect the project; and c)
Geographic location of the firm with respect to the project to ensure
timely response to requests for on-site support. (6) Extent to which
potential contractors identify and commit to small business and to
small disadvantaged business, historically black college and
university, or minority institution performance of the contract,
whether as a joint venture, teaming arrangement, or subcontractor. This
is in addition to the requirement for a subcontracting plan to be
submitted from each large business firm selected for award. In order to
assist the committee to more efficiently review all applications, a
summary of experience, proposed team staffing and depth of additional
staff support is requested as part of or in addition to the SF 255, as
follows: 1. Summarize in descending order of significance, not more
than three of your most relevant projects for each type project
required under the experience category. For each of the presented
projects give the following information where applicable: a) Bid
results as compared to your estimate and the owner's programmed amount;
b) List the currently proposed team members that worked on the project;
c) An owner point of contact with telephone number; d) List the number
and dollar value of design error and/or design omission related
changes; e) Show the original design schedule, owner approved time
extensions, and your final design execution schedule. 2. Summarize your
proposed team in tabular form with the following data: a) Firm name; b)
Individual name; c) If the individual is with a consultant firm, then
state your work history with the individual and consultant firm; d)
Office assigned to (home or branch office); e) Professional
Registration and date; f) Assigned team responsibility; g) Years with
current firm, years with other firms; h) Percent of time commited to
this team. 3. List the number of individuals in each discipline not
assigned to the proposed team that could be used to augment the
proposed team in the event of loss of personnel or failure to maintain
schedules. In addition to the above, special qualifications in the
Department of Defense include the volume of work previously awarded to
the firm by the Department of Defense, with object of effecting an
equitable distribution of Department of Defense, architect-engineer
contracts among qualified architect-engineer firms including small and
small disadvantaged business firms that have not had prior Department
of Defense contracts. Architect-Engineer firms which meet the
requirements described in this announcement are invited to: 1. Submit
a Standard Form 254, Architect-Engineer and Related Services
Questionnaire. Firms having filed a current Standard Form 254 (within
one year) on file with the procurement shown are not required to
register this form. However, those firms with 254's on file shall
express their interest in being considered for a particular job in
writing and shall also state that a current Standard Form 254 is on
file for their firm. 2. For consideration, one original SF 255 shall be
received in our office no later than 06 January 1995, clearly show the
location of the office(s) that will perform the work and
experience/education/location of the individuals who will perform the
work. 3. Submit any requested supplemental data to procurement office
shown, Attn: Code 18C CK. This will be an indefinite quantity contract.
Contract value will not exceed $99,000.00. Minimum guaranty is
$5,000.00. Interested firms are requested to include telefax numbers on
their SF-255 in block 3a and Contractor Establishment Code (formerly
the DUNS number) commercial and Government Entity (CAGE) Codes, if
known, and Taxpayer Identification Number (TIN) in block 3. The DUNS,
CAGE and TIN are discussed in the DOD FAR Supplement, Part 204 Subpart
