(409)639-8517 The National Forest and Grasslands in Texas plans to
contract for the survey and design of a pressure sanitary sewer system
including appropriate lift stations to connect Cagle Recreation Area,
Gulf Coast Trade Center, and Raven Ranger District/Work Center to the
City of New Waverly municipal wastewater treatment system. It is the
intent of this contract that the contractor produce and furnish a
complete set of contract documents including the appropriate
engineering reports and all required Texas State Regulatory Agencies.
The project connects the existing sewer collection systems at Cagle
Recreation Area, the Raven Office/Work Center Complex, and Gulf Coast
Trade Center, to the City of New Waverly, Texas, municipal waste water
treatement facility, all located in Walker County, Texas. This project
involves approximately 6 miles of line along a flagged route from a
point in Cagle Recreation Area to and along FM 1375 past Gulf Coast
Trade Center and the Raven Office/Work Center to the New Waverly
treatment facility or collection system. RFP R8-13-95-08 will be issued
using the Brooks Act negotiation procedures. To be considered,
interested parties are to submit SF-254 (Architect-Engineer and Related
Services Questionnaire) and a SF-255 (Architect-Engineer and Related
Services Questionnaire for Specific Projects). These must be submitted
to the address shown in no. 7 above, by March 1, 1995. Contractor
shall be a registered engineer licensed to practice in Texas. Selection
of firms for negotiation will be determined by an evaluation process
based upon the following criteria. Your SF-255 should specifically
address these areas: Evaluation factors to be considered are as
follows: (1) Professional qualifications necessary for the satisfactory
performance of required services. (2) Specialized experience and
technical competence of key personnel in the type of work required. (3)
Capacity to perform the work in the required time. (4) Past performance
on contracts including wastewater disposal systems in terms of quality
of work and compliance with performance schedules. (5) Location in the
general geographical area of the project and knowledge of the locality
of the project. (6) Experience with CAD design systems and the ability
to furnish drawings and electronic media in DFX, Dwg. or AutoCAD
format. (7) The volue of work previously awarded by the Forest Service
will be evaluated with the objective of effecting and equitable
distribution of the contracts among qualified A&E firms including,
women, minority, certified 8(a) or other small disadvantaged
businesses. Work will begin approximately April 3, 1995 and be
completed within 150 calendar days from the effective date of the
