M. Brownell 202/268-4826. The U.S. Postal Service (USPS) has a
requirement for contractor services to support the nationwide Stamps on
Consignment (SOC) program for a period of three years with two one-year
options. The SOC program was developed to provide a convenient method
of purchasing stamps for household customers who prefer to combine
their stamp purchases with retail shopping. The USPS, through SOC,
provides postage stamps to the contractor for placement into commercial
retail outlets for sale to the general public. These stamp placements
are accomplished on a consignment basis through a USPS provided
Retailer Consignment Agreement between the contractor and the retailer.
The successful offeror must provide marketing services, stamp storage
capability and security, an automated system for taking stamp orders,
stamp fulfillment and distribution services, reporting, management and
control systems, advertising, promotion, and customer service. A
pre-proposal conference will be held in Washington D.C. after
solicitation release. Firms desiring solicitation packages must send
