SPEAKEASY PHASE II PROGRAM POC Kirk Brandt or Dave Crowe, Space Applications Corp, 703-524-0701, FAX 703-524-3419. WORKSHOP ON SPEAKEASY PROGRAMMABLE, MULTIBAND, MULTIMODE RADIO PHASE II PROGRAM. Mr. Frank Schrenk (703-696-2371, fschrenk@arpa.mil) is the ARPA Program Manager for the Speakeasy Phase II program. The Advanced Research Projects Agency's Advanced Systems Technology Office (ARPA/ASTO), the Air Force, Army and Navy will host an unclassified, industry-government information exchange workshop on the Speakeasy Phase II program to be held on 7 Feb 95. The primary objective of this workshop is to gather information that will aid in finalizing the Phase II Program Plan. Information on the Speakeasy/IMPACT merger and the government's intent to tailor the final RFP will be provided. The emphasis of the workshop is the use of commercial technology in the Speakeasy Phase II program and industry's vision of future radios (commercial and military). The government need to clearly understand where industry is headed with future military and commercial radios and how military and commercial radio market will overlap. In addition, the government has the following questions: 1. How do commercial developers view Speakeasy in reference to their commercial radio markets and/or radio architectures? 2. How can the government encourage commercial developers to insert state-of-the-art technology into military radio systems? 3. What are the cost-benefits of Speakeasy technology for both the military and commercial markets? 4. Given that there is a significant number of existing radio systems that will remain within government inventories over the next decade and the government seeks to provide a multiband, multimode capability at the earliest date, what are the issues with using design tools (such as RASSP) to ensure that Speakeasy functional modules can be inserted into fielded systems to provide users with increased capability (e.g., multiband, networking, throughput)? 5. What does industry believe is the most cost effective approach to fielding an improved capability: incremental fielding an improved capability, incremental fielding of Speakeasy as scheduled replacements for fielded radios, modular upgrades to existing systems, or a combination? Justify. 6. How much will such modular insertions cost when considering all the related modification and re-fielding expenses (e.g., documentation, training, maintenance)? The workshop is limited to organizations or teams that produce commercial radios and intend to be a prime on the Phase II program. A maximum of 4 participants from each organization, including a representative from your commercial product division, should attend. Each participating organization/team will be required to give a presentation (in closed session) focused on the above questions. Participation in the workshop, to be held February 7, 1995, in the Washington D.C. area, is voluntary, will be at the expense of those choosing to participate and, accordingly, will be at no expense to the government.
