Army CECOM, Command Control, Communications and Intelligence (C3I)
Acquisition Center, Fot Monmouth, New Jersey 07703-5008. This is an
announcement of an industry brief for the production procurement of the
Universal Modem System (UMS). The U.S. Army (PM SATCOM) plans to
procure a minimum of 80 Modems for use as JRSC, Defense Satellite
Communications Systems (DSCS) replacement modems (replacing
AN/USC-28's). Additional quantities for Tri-service strategic and
tactical use as well as international (UK and French) Strategic and
Tactical use, are under consideration. The Universal Modem System will
provide SHF (TriBand) Anti-Jam Communications, as well as the
associated planning, Monitoring and Control functions of the system.
The procurement will, using the Full-MIL FSD(Full Scale Development) as
a baseline, ``commercialize'' the existing design and enhance the
Communications function with a Medium Data Rate (MDR up to a minimum of
2.048 MBPS)AJ capability, and an FDMA (up to a minimum 4.160 MBPS)
capability. Corresponding enhancements to the Planning, Monitoring and
Control functions will also be accomplished. A production award is
scheduled for the 2nd quarter of FY-97. An unclassified information
brief of the proposed program will be held 08 Feb 1995 at 0900 at
Pruden Hall, Bldg 1207, Fort Monmouth, NJ. One-on-One briefings will be
scheduled approximately one month from the date of the Industry brief.
