provide all labor, equipment, materials, supplies, and supervision to
construct the Ronald Reagan Federal Building and U.S. Courthouse in
downtown Santa Ana, CA. The project site is approximately 4 acres and
is bounded by 4th Street, 5th Street, Ross Street, and Broadway Street.
The new building will consist of a ten-story structure with a penthouse
over two levels of below-grade parking with some storage, shop, and
office space. The building is primarily a U.S. Courthouse with 14
district, bankruptcy, and magistrate courtrooms; judges' chambers;
clerks' offices; jury rooms; conference rooms; libraries; and dining
facilities. It also includes some federal executive agency offices. The
building will consist of approximately 602,000 gross square feet
(structure & underground parking combined). The structural steel frame
is primarily composed of wide-flanged steel columns and beams and
heavy steel box columns. The frame is composed of moment-resisting and
diagonally-braced frames. The substructure is mainly composed of
reinforced concrete members supported by pilings. The magnatude of the
construction does not exceed $115 million. This solicitation is being
issued under the Small Business Competitiveness Demonstration Program.
The apparent low bidder, if not a Small Business concern, will be
required to submit an acceptable Subcontracting Plan with separate
goals for Small Businesses, Small Disadvantaged Businesses, and
Female-Owned Small Businesses. The approved Subcontracting Plan shall
be included in and made a part of the resultant contract. Failure to
submit an acceptable Subcontracting Plan shall make the bidder
ineligible for the award of a contract. The contract performance period
is 730 calendar days from Notice to Proceed. The solicitation will be
available around 03/04/95. Requests for copies of the solicitation

include the name and telephone number of the requesting individual in
addition to your company name and mailing address. Requests should
indicate whether your firm is interested in participating as a Prime
Contractor, a Principal Subcontractor, or a Supplier. The solicitation
plans and specifications will be available for issuance on or around
03/04/95. The solicitation will also be available for review at the GSA
Business Service Center, 525 Market Street, 30th Floor, San Francisco,
CA 94105 and at the GSA Business Service Center, 300 North Los
Angeles, Room 3259, Los Angeles, CA 90012 during normal office hours.
A firm Bid Opening Date has not yet been established for this
