Division of the Weapons, Air Base, and Range Systems Product Support
Office plans to award a contract for the procurement of 46 Aircraft
Launcher Interface Computer (ALIC) units plus 2 options of 50 units
each. Deliveries are to begin September 1995. This procurment is
considered a continuation of an on-going production effort awarded to
Texas Instrument Incorporated (TI). The ALIC provides a physical and
functional interface between the High Speed Anti-Radiation Missile
(HARM) and the F-16 aircraft. Hardware modifications are being made to
the ALIC Phase III baseline by TI for parts obsolescence and
producibility. A reprocurement package incorporating these changes has
not been accepted by the government and is not available. The
government further requires that ALIC hardware undergo extensive
acceptance tests equivalent to the TI-developed ALIC Automactic Test
Equipment (AATE). The AATEs are committed to existing contracts and are
not available. It is anticipated that only one source, TI, developer
and sole producer, can satisfy the Government's minimum needs for this
unique option. This contractual action is expected to be executed
using ''Other Than Full and Open Competition'' procedures pursuant to
FAR 6.302-1(a)(2)(ii)/see Numbered Note 22. The Request for Proposal
(RFP) is anticipated to be released within 30 days of the date of this
synopsis. This synopsis is for planning purposes only and shall not be
considered an IFB or an RFP and is not to be considered as a commitment
by the Government. No collect calls or telephone request for this
solicitation will be accepted. An Ombudsman has been established for
this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
