TL-PCC J. Sue Goff, Contracting Officer. NASA KSC has a requirement for
one (1) each High Load and Topping Evaporator for the Flash Evaporator
System used on the Space Shuttle Orbiter. Hamilton Standard is the
Original Equipment Manufacturer (OEM) for the High Load Evaporator (P/N
SV764263-8) and the Topping Evaporator (P/N SV764263-9). The High Load
and Topping Evaporators are the main elements of the Flash Evaporator
System (FES). The function of the evaporators is to provide heat
transfer from the two Orbiter Freon Coolant Loops to expendable water.
Each evaporator consists of three basic parts made of aluminum alloy:
a cylindrical evaporator core, and Anti-Carryover Device, and a
valve/nozzle mounting plate. Evaporant water is sprayed on the core's
grooved inner surface to cool dual Freon loops flowing in finned
passages. Hamilton Standard maintains responsibility for Orbiter FES
design and sustaining engineering. The company has its own data bases
for FES information. The Evaporators will be utilized in FES repair
efforts. Because Hamilton Standard has been involved with the Shuttle
Program since its inception, they have gained the knowledge and
established the interfaces necessary to perform production activities
without compromising the integrity of the hardware. Hamilton Standard
possesses the unique processes, the unique quality systems, unique
laboratory equipment, metallurgy, and FES integration assessment
capabilities required to build the FES Evaporators to meet NASA's
requirements. Hamilton Standard is the only source certified by NASA
for FES repair/manufacture, and the only known source for this type of
hardware build or repair. Delivery of the High Load and Topping
Evaporators is required by June 30, 1997. All responsible sources may
submit a written response to the notice for consideration by the
Agency. The response should include a description of the technical
qualifications and experience of the responder. This is not a request
