(ERT) is seeking to acquire a Mono- Static Open Path Fourier Transform
Infrared Spectrometer (OP-FTIR) for use at Superfund sites throughout
the United States. This equipment will be used to monitor VOC
emissions at low part per million per meter (ppm-m) concentrations and
to determine the actual emission rates of these chemicals. The salient
specifications of the equipment are as follows: (1) The optics must be
such that the IR beam is modulated prior to the telescope; the beam's
signal is still sufficient even when transmitted out to 500 meters;
the beam is capable of being bent with a flat mirror when required; and
the optics are capable of being configured to sequentially scan
multiple paths. (2) Physically, the instrument must be composed of
rugged modules that can be shipped to and from the field by overnight
express and can be quickly assembled and disassembled once at their
destination. (3) The instrument will be fully equipped with the
necessary software and hardware to detect and quantify target
compounds, identify unknowns, deal with complex compound mixtures, and
use the measured ppm-m concentrations and on-site meteorological data
to calculate emission rates and/or maximum plume concentrations - both
from the main instrument computer and a remote computer. The proposed
acquisition shall include the following: (A) Firm Fixed Price - FFP.
(B) Delivery of an equipment within 90 days of contract award. (C) The
instrument will have to pass a multi-day, pre-specified acceptance
test prior to the EPA's final acceptance. (D) The manufacturer will be
required to provide operator training meeting EPA specifications. All
responsible sources may submit a proposal which will be evaluated and
