Restoration of LC-39 Pad B Fixed Service Structure (FSS) Elevator
System at the Kennedy Space Center (KSC), Florida (R-121). 100 percent
Small Business Set-Aside with subcontracting limitations in accordance
with FAR 52.219-14. This synopsis specifies the Government's
requirement, there is no separate solicitation package. No more than
one copy of the A&E's response to this notice is required. An A&E firm
will be selected to provide professional services and design for the
restoration of the LC-39B FSS Elevator System (PCN 96564) to support
Space Shuttle processing. The selected A&E Firm will develop a complete
design package, provide studies and surveys, and provide other
professional and incidental services for the project to refurbish two
elevators on the Pad B FSS and install a wash-down system. The
elevators are exposed to weather, and install a wash-down system. The
elevators are exposed to weather, ocean spray, and Shuttle environments
and shall be designed accordingly to withstand these environments. The
design shall include but is not limited to replacing the structural
supports, controls, motors, brakes, cars, doors, gears, push buttons,
etc. as well ad adding a wash-down system that includes routing water
to the elevator shaft and providing proper draining to clean the shaft
of launch debris. At the discretion of the government, other
professional services such as project management, technical assistance
during the bid cycle, review of shop drawings, supervision/inspection
of construction work, preparation of record drawings and activation
engineering may be awarded to the selected A&E firm. The tasks for this
project may consist of conducting field investigations, surveys
(including asbestos, lead paint, PCB, etc.), analysis, calculations,
preparations of applicable reports, development of a detailed design
package, and engineering support during project construction. The
design package shall consist of a detailed cost estimate, drawings,
specifications an a data manual that consists of all data accumulated
for the project in its design phase. The design activity will begin in
fiscal year 1995 and shall be completed within a maximum of 180 days.
The estimated construction cost range for the project is between one
and one and a half million dollars. The selected A&E firm will develop
a complete design package suitable for release as an IFB and will
perform other design and construction related professional services as
required for the project. The design will be evaluated for technical
adequacy and approval by the Government. The selected A&E firm will

firm must have demonstrated recent experience and professional
knowledge in similar types of designs and services. This experience
will include the design of control systems using packaged systems
proven in similar applications, design of structural supports using
launch PAD conditions, and design of a water spray system. The A&E firm
must demonstrate a working knowledge of all governing regulations,
applicable codes, and standards and specifications as they relate to
the nature of this work. This project will require multi-disciplined
engineering skills for performance of the work. The A&E must have, as
a minimum, the capability to provide experienced engineers in each of
the following disciplines: two (2) structural engineers, one (1)
civil/environmental engineer, two (2) mechanical engineers, one (1)
architectural engineer, and two (2) electrical engineers. The following
evaluation factors as in descending order of importance and will be
used in the evaluation of all A&E submittals for this project. NASA
will consider the immediate past 10 years as the period of time for
evaluation under factors (1) and (2). 1. Specialized experience and
technical competence in the type of work required. 2. Past performance
on contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules. 3. Professional qualifications necessary for satisfactory
performance of required time. 4. Capacity to accomplish the work in the
required time. 5. Location of the essential staff for this project (or
a commitment to locate) in the general geographical area of the
project and knowledge of the locality of the project, provided that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project. 6. Volume of work (A&E
Fees) previously awarded to the firm by NASA during the last ten years
with the object of effecting an equitable distribution of contracts
among qualified architect and engineer firms, including minority-owned
firms and firms that have not had prior NASA contracts. As a part of
your submittal, provide in order of the above factors, a specific
response to each factor. Specify A&E fees, if any, received by prime
contract with NASA. A&E's responding to this notice should submit,
along with the Standard Forms 254 and 255, if any additional
information that they deem to be of benefit to their firm in the
selection process. The proposed design team qualifications as they
relate to the specialized experience and technical competence required
for this project should be stated. SIC 8711 with a size standard of
$20 million applies. The closing date for responding to this notice id
close of business 2/24/95. Offerors are cautioned that submittals
received after the specified closing date may be considered late--see
not 24--all references in numbered Note 24 to the Department of Defense
shall be changed to read National Aeronautics and Space Administration.
