Collect Calls Are Not Accepted. SERVICES REQUIRED: The contractor
selected will need sufficient flexibility to be available on an ``as
needed'' basis to perform engineering services, including, but not
limited to the following: site investigation (to include land and
hydrographic surveys, soil drilling, rock and concrete coring,
subsurface soils and ground water sampling, testing and analysis,
sediment/water quality sampling, testing and analysis), planning,
studies, report preparation, concept and final design document
preparation, plans and specifications preparation and cost estimating.
The selected firm will enter into negotiations for an indefinite
delivery type contract with the Government for a term of one year, with
total costs not to exceed $750,000 per year; with an option for the
Government to extend for one additional year. The proposed services
will be negotiated and obtained through the issuance of delivey orders
during the term of the contract. Each delivery order is not to exceed
$150,000. PROJECT INFORMATION: Projects include construction and/or
repair of breakwaters, flood control projects, dredged material
disposal areas, field office facility repairs/improvements,
containerized HTRW remediation and similar projects, QUALIFICATIONS:
Firms must demonstrate in their submission the ability to meet the
following requirements. (a) Adequate professional personnel in the
following disciplines: structural, civil, environmental, coastal,
mechanical, electrical, geotechnical, hydraulics and hydrology,
surveying and mapping, and cost estimating as necessary for the
completion of work described in Paragraph 2 above. All work must be
certified by a professional engineer certified in the state where the
work is performed (MI, IN, MN, WI). All land surveys must be performed
under the supervision of a licensed Professional Land Suveyor.
Hydrographic surveys must be performed under the supervision of a
licensed Professional Land Surveyor or Certified Hydrographic Surveyor
(ACSM). (b) Experience in design of various projects covering new work
as well as demolition, remediation, rehabilitation and repair work,
including harbor, pier, and breakwater design (042 or 101); rivers,
canals, waterways, flood control, navigation, and shore erosion
protection (92 or 211); water resources, hydrology, drainage (114);
dredged material disposal facilities (025 or 215); soils and geology
(097); computer aided design and drafting (019), files shall be
provided in Intergraph IGDS compatible format; rehabilitation
(buildings, structures, facilities) (089); surveying and mapping (102);
environmental testing and analysis (221). (c) Adequate soils and
environmental testing laboratories either currently certified by the
Corps of Engineers or capable of certification. (d) Capacity to
accomplish work within required time. Minimum available in-house or
joint venture staff shall consist of the following: Civil Engineers (2
min.), Environmental Engineers (2 min.), Hydraulic Engineer (1 min.),
Structural Engineer (3 min.), Soils/Geotechnical Engineer (1 min.),
Draftsperson (1 min.), Specification Writer (1 min.), Surveyor (1
min.), Estimator (1 min.). (e) Location in the general geographical
area of the Detroit District and knowledge of the locality of the
projects. (f) Extent of participation of SB, SDB, historically black
colleges and universities, and minority institutions in the proposed
contract team, measured as a percentage of the estimated effort. (g)
The volume of work previously awarded to the firm by the Department of
Defense. EVALUATION CRITERIA: Submittals will be evaluated against the
specific required qualifications stated above using the general
criteria in Note 24 in order of importance as listed. SUBMITTAL
REQUIREMENTS: Interested A-E firms having the capabilities to perform
this work must submit two copies of SF 255 and two copies of SF 254 for
the prime and all consultants to the above address not later than close
of business on the 30th day after the date of this announcement. If the
30th day is a Saturday, Sunday, or Federal holiday, the deadline is the
close of business of the next day. Include the solicitation number in
Block 2b of SF 255. personal visits to discuss the project will not be
