CONTRACT FOR MECHANICAL/ELECTRICAL ENGINEERING SERVICES Sol

acquisition is unrestricted based on Full and Open Competition; SIC
Code 8712. This prospective Firm Fixed Price, Indefinite
Delivery/Indefinite Quantity (ID/IQ) contract will consist of unrelated
delivery orders requiring various Mechanical and Electrical Engineering
professional services. Joint ventures are not acceptable, and entities
who do not have business offices within 150 miles (surface
transportation) of new London, Connecticut are discouraged from
applying. Typical services required during the term of the proposed
contract include: 1. Preparation of competitive bid construction
contract documents including design analysis, cost estimates, drawings
and specifications, mainly involving mechanical and electrical design,
fire protection engineering, life/safety code compliance, and only
incidental architectural/civil, structural, and environmental work; 2.
Engineering studies including development and recommendation of cost
effective alternatives, asbestos surveys, technical documents, project
proposals, surveying, procurement specifications and life/safety code
analysis; and 3. Construction inspection, review of contractor's
submittals, preparation of as-built drawings and related services.
Specific scope of work and services will be issued with each delivery
order. Work to be subject to negotiation of individual delivery orders
not to exceed $150,000.00 each, with a total not to exceed $400,000.00
for each twelve (12)-month period. (The period of performance for this
contract will be one (1) year from the date of contract award.) The
Government estimate for contract award is approximately 30 June 1995.
There will be an option to extend this contract for one (1) additional
one (1)-year period. The Government reserves the right to exercise the
option to this contract. A minimum fee of $5,000.00 is guaranteed under
this contract and the one (1) option year. Firms will be evaluated for
inclusion on a preselection list based upon the following criteria:
Experience in the type of work required as demonstrated on Standard
Form (SF) 254, Architect-Engineer and Related Services Questionnaire,
Block 10, Experience Profiles Codes 008, 010, 023, 027, 029, 035, 036,
043, 048, 060, 066, 080, 088, 089, 103, 111, 112 and 201 (Electrical
Distribution Systems). Those firms listed on the preselection list will
be evaluated for final selection based upon the following criteria
(listed in descending order of importance): 1. Professional
qualifications to perform services required, employees qualified in the
following disciplines: Mechanical engineering, electrical engineering,
fire protection, and life safety/OSHA code compliance; 2. Specialized
experience and technical competence in renovation/repairs, and
historic preservation in a higher education type facility; 3. Capacity
to accomplish the work in the required time; 4. Location of the
Architect-Engineer firm in the general geographical area of the U.S.
Coast Guard Academy; and 5. Past record of performance in project
scheduling, cost control, and quality of work with other government
agencies. Firms meeting the requirements of this annoncement are
invited to submit a completed SF 254, Architect-Engineer and Related
Services Questionnaire and SF 255, Architect-Engineer and Related
Services Questionnaire for Specific Project to the office shown above.
