C -- MODERNIZATION OF THE FB/PO/CT SOL GS-10P-95-LTC-0021 DUE 022095 POC Contact,Vincent J. Ryan,206/931-7699 Construction Management (CM) & Abatement Monitoring in supoort of Modernization of the Federal Building, Post Office and Courthouse in Richland, WA. Modernization consists of finish and system upgrades including related abatement of up to 370,200 gsf of existing occupied office & court facilities. Estimated construction budget is $18 to 24 million and duration between 24 to 30 months. The object of the selection is to choose an excellent quality Key Construction Manager and Construction Management Firm; and Key Abatement Monitor and Monitoring Firm supported by highly qualified technical professionals. Services under this contract may include but are not limited to constructibility review, construction & abatement monitoring, clearance testing, value engineering, cost control estimating, scheduling, contract administration, claims analysis, building surveys, and other services as requested. Minimum required AE services personnel includes registered/certified professionals in architecture, industrial hygienist, asbestos testing laboratory, and engineering including mechanical, electrical, structural, elevator, & fire safety. The selection will be completed in two phases. The first phase will evaluate excellence of Key Persons and Firms. The second phase will evaluate the entire project team (Key Firms plus all other consultants). Phase I: The Key Construction Manager/Firm and Abatement Monitor/Firm will as a minimum develop philosophy, intent, and approach to performance of the services. No other information will be considered in the first phase. Interested firms shall submit a letter of intent and Standard Forms 254 and 255 for the Key CM/Firm and Key Abatement Monitor/Firm only. Key Firms must have an existing professional CM production office within the geographical area defined as either Washington, Oregon or Idaho. A short list will be selected based on evaluation of the following: (1) Key Firms Past Performance (35%) For the Key CM and Asbestos Monitoring firms, submit a typewritten description (maximum one page per project) of not more than five relevant projects by each Key firm within the past ten years. The term relevant means providing CM or Abatement Monitoring services similar to that requested under this solicitation, for projects of similar size and occupancy, repair and alteration in occupied space, phased construction, hazardous materials abatement, or experiences demonstrating as much of the above as possible. The narrative for each project shall address the approach, philsophy, and intent demonstrating excellence of performance (Include tangible evidence such as affidavits, publication, awards, etc.) (2) Philosophy and Performance Intent (25%) In the personal words of the Key Construction Manager and Certified Asbestos Monitor, (maximum two typewritten pages each), state the overall philosophy & approach to the challenge of resolving construction issues, and parameters that apply specifically to the performance of services for this project. (3) Profiles (20%) For both the Key Construction Manager and the Key Abatement Monitor, submit a biographical sketch including education, registrations, professional experience, recognition for project efforts, and description of areas of responsibility and commitment to this project. (4) Portfolios (20%) Submit a typewritten description (maximum one page per project) of not more than three projects completed in the last ten years for both the Key Construction Manager and the Key Abatement Monitor. Narratives shall include discussion of construction challenges and resolutions. State the extent of participation and role in sample projects. Phase II: Following Phase I slate selection, the successful offerors will develop and submit Standard Form 254 and 255 for the entire project team. It is not necessary to resubmit Phase I information. The government will establish and provide the Phase II criteria with the Phase I short list announcement. Offerors selected for Phase II interview must show that the team has capacity to perform at least 90% of services with offices & personnel within the geographical area. As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established for fiscal year 1995 subcontracting goals of 32 percent for small businesses, 6 percent for small disadvantaged businesses, and 3 percent for women-owned small businesses. In support of agency efforts, firms seeking consideration for this contract SHALL DEMONSTRATE A PROACTIVE EFFORT TO ACHIEVE THE ABOVE GOALS. The use of subcontractors/consultants shown on the submitted SF 254's will be reflected in a Small Business and Small Disadvantaged Business Concern Subcontracting Plan to be submitted with the Stage II submittal and included in the contract. Firms must also provide a brief written narrative of outreach efforts made to utilize small small disadvantaged, and women-owned small businesses during Stage II. The narrative shall not exceed one typewritten page. An acceptable subcontracting plan must be agreed to before contract award. LARGE FIRMS ARE HEREBY NOTIFIED THAT STAGE II EVALUATION WILL CONSIDER THE LEVEL OF PARTICIPATION BY SMALL BUSINESSES, SMALL DISADVANTAGED BUSINESSES, AND SMALL WOMEN-OWNED BUSINESSES ON THIS PROJECT. (Small businesses are not subject to this requirement.) A pre-submission meeting will be held on February 6, 1995 at 1:30 pm in Room 1005, address below. Firms having qualifications to meet these requirements are invited to submit a letter of intent and Standard Forms 254 and 255 for the Key CM Firm and Abatement Abatement Monitoring Firm within 30 calendar days of publication of this notice.
