officer for this project is Ronald Miller. Convert critical facilities
base wide including south Vandenberg launch support facilities to
natural gas. Replace/upgrade deteriorating natural gas distribution
system on the main base area. Including gas lines, valves, meters and
pressure regulators. This requirement was previously advertised under
solicitation DACA05-94-B-0120. The Government cancelled the
solicitation after bid opening. The cancellation by the Government has
been protested to the General Accounting Office (GAO). The Government
intends to proceed with the readvertisement through bid opening, but
will not make an award on this solicitation until the protest on the
previous solicitation has been decided by GAO. Although it is the
intent of the Government to make an award based on the instant
procurement, it is possible that this decision could be reversed by
GAO. Large businesses competing for this project must comply with the
FAR 52.219-9 clause regarding the requirement for a subcontracting plan
on the part of the work it intends to subcontract. The recommended
goals for subcontracting are 60.3% for small business, 9.8% for small
disadvantaged business, and 2.9% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to

between $1,000,000 and $5,000,000. Plans and specifications available
