presolicitation notice pursuant to FAR Part 5, but is a MARKET SURVEY
to identify sources with the capability to provide Electric Vehicles
(EVs) and Hybrid Electric Vehicles (HEVs). A solicitation does not
exist at this time. This survey is for information and planning
purposes only and does not constitute an Invitation for Bid or Request
for Proposal and is not to be construed as a commitment by the
Government. WR-ALC is seeking ascertain industry interest in
manufacturing EVs and HEVs for use in a military environment. The
requirement could consist of up to 100 EVs and 55 HEVs. The EVs will
consist of light duty sedans and pickup trucks with the following
performance ratings: 1.) Top Speed-65MPH, 2.) Range 80-100 miles of
highway driving, 3.) Chassis Type-Original Equipment Manufacturer type.
The HEVs will consist of tugs, aircraft loaders, utility vans, and
service vehicles (line trucks and maintenance vehicles). The HEVs will
have a removable modular diesel powered auxiliary power unit. Areas of
interest and capability include, but are not limited to: 1.) Electro
Magnetic Interference (EMI) Shielding, 2.) regin braking capability,
3.) technology enhancements, 4.) interchangability of driveline parts,
5.) rapid/inductive charging capabilities. In order to participate in
this survey respondents to this notice must provide the following
information: 1.) Past and present available commercial models of EVs
and HEVs, 2.) Technologies and systems of HEVs currently in the design
stages and the perentage they are toward production, 3.) Summary of
product supportability including parts and diagnostic equipment,
Summary of your past experience and production capability, 5.) Past
experience in joint or teaming efforts, 6.) Company brochures,
facility/tooling lists, contractual histories, etc. which shows your
company's capability and experience in the Electric Vehicle arena.

Number, Size of Business pursuant to Standard Industrialization Code
(SIC) 3711, and a statement of Foreign or Domestic Ownership. Large and
small businesses are encouraged to participate in this survey. Foreign
owned sources must include documentation indicating the country of
ownership. All responses must be received no later than thirty (30)
