Industrial Supply Center Norfolk, Detachment Philadelphia, intends to
acquire the Upgrade and Transfer of six (6) existing Licenses for the
Software product ''The Scheduler'', which are located throughout the
Department of Defense. ''The Scheduler'' is a workload management
system for UNISYS 1100/2200 based machines. This requirement is being
processed on the basis of Other Than Full Open Competition, Sole Source
pursuant to FAR 6.302-1. The Government intends to solicit and
negotiate with Software Management Associates of Houston, TX. A firm
fixed price, contract is contemplated. This contract action will
require Transfer and Upgrade of ''The Scheduler'' Software within 30
days after date of contract. The applicable standard industrial
classification number is 7372. Note: The proposed contract action is
for the Transfer and Upgrade of Licensed ''The Scheduler'' Software for
which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE
PROPOSALS. However, all proposals received within forty-five (45) days
after date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. If a competitive solicitation is issued, NO
ADDITIONAL SYNOPSIS WILL BE PUBLISHED. Any such solicitation will be
issued to the intended vendor and all firms that respond to this
synopsis of intent or otherwise request a copy of the solicitation. Any
responses to this synopsis should be sent to the attention of Mr. S.
Cobb, Code 0221E, and reference N00140-95-R-1384. See Note(s) # 22. SYN
