Library of Congress intends to hold discussions with Data Connections
Limited (DLC), the subcontractor to IBM, which produced the Library's
Custom Bibliographic Workstation (BWS) software, for purposes of
negotiating a maintenance contract on this software for FY95. This
software operates on a 386 computer with enhanced resolution by means
of an XGA card. The software operates under OS/2 (latest version). The
purpose of the Bibliographic Workstation is to provide online
cataloging support for the Library's catalogers and acquisitions
specialists, while replacing Comterm terminals which are no longer
available. The installed base of BWS machines passed 200 in FY92 and
continues to grow. The configuration of the BWS is a token ring, using
TCP/IP, connecting with the Library's ''home grown'' database, called
MUMS, for entering and retrieving cataloging information. MUMS was
developed over the past 18 years, primarily in assembly language and
PL/1. The BWS software is written in C Language using Microsoft
compiler 5.1. The BWS software uses Presentation Manager but also
disables portions of PM so that the previous workstation, a 3270
Comterm with a proprietaty ROM module in the workstation, could be
replaced without changing the mode of operation and thus minimize
re-training end users. Interested offerors are invited to identify
their capability to respond to this requirement and to submit in
writing, sufficient technical/cost information which demonstrates the
ability to fulfill this requirement. All responses from responsible
sources will be fully considered. Written responses must be received
within thirty (30) days after the publication of this notice. No
solicitation exists. NO TELEPHONE REQUEST WILL BE ACCEPTED. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
