Manager, 315-330-3075. The objective of this effort is to provide a
broad range of engineering services to support Research, Development,
Test and Evaluation (RDT&E) advanced technology evaluation programs
conducted by Rome Laboratory (RL) mission directorates located at Rome
NY and at RL's Satellite research facilities (Newport, Stockbridge,
Verona, Ava and Forestport) in the following technical areas:
experimental ground and airborne evaluations/demonstrations for
communications and radar system technology, electromagnetic propagation
studies, ECM/ECCM system evaluations, airborne antenna pattern
measurements, software development for data acquisition/processing, HF
auroral characterization, low altitude/low observable target
detection, HF surveillance/communications experiments, evaluation of
airborne intelligence sensor systems, LF/VLF
communications/antennas/high voltage insulator technologies,
electromagnetic susceptibility/vulnerability measurements and
assessments of precision guided munitions and C3I equipment,
operation/maintenance of ground radars and communication equipments,
mechanical design and drafting using CAD systems, electronic circuit
design/fabrication, software support for test programs. In addition,
other support is required for the transportation/installation of full
size testbed airframes, equipment maintenance, facility upgrade, and
resource management (including maintenance of supply accounts, research
and ordering of supplies and materials). Support is also required to
provide operation/maintenance/repair of mechanical/electronic
equipments, integration of new equipments, analysis/design/fabrication
and implementation of modifications, data collection/test plans and
reports. The above tasking shall be accomplished at the RL research
facilities located at Stockbridge, Newport, Ava, Forestport, Verona,
and Griffiss Air Force Base, New York. Technical support is also
required to: examine technologies and demonstrate
interactive/interpersonal communications services in
local/metropolitan/wide areas to be integrated with virtual reality
systems, provide system support for networking technologies through
testbeds (including New York Network (NYNet) and Joint Advanced
Development Environment (JADE), which are Asynchronous Transfer Mode
(ATM) based networks) and various in-house assets, develop new
generation planning scheduling and resource allocation
technology/software tools and demonstrate in operational systems for
crisis action planning and scheduling, develop a knowledge-based/total
system life cycle environment to improve the quality and productivity
of the software development process. Technical support is required for
development of airborne radar and passive surveillance technologies and
experimental radar testbeds to emulate/analyze/evaluate developments in
signal processing/ECM/ECCM/target identification, and development of
the tools (hardware and software) necessary to perform subsystem and
system analyses on new system concepts and configurations. Technical
support is required for the Intelligence Data Handling System (IDHS)
system engineering, program management, configuration management,
quality assurance and independent verification and validation for
selected Air Force IDHS activities. To be capable of performing this
effort, the Contractor must have experience in the technology areas of
microwave antenna measurements and techniques, management and
operation of outdoor antenna measurement ranges, communication
networking, radar systems technologies, software development, general
design/fabrication of special instrumentation, technical report
documentation/writing, operation and maintenance of search
radars/tracking radars/communications equipment and structural and
mechanical design and drafting using CAD system. The Contractor must
also possess specialized capabilities in order to perform EM
susceptibility measurements and vulnerability assessments of Air Force
systems and measurements/analytical modeling, data
acquisition/analysis and vulnerability assessments, EMR measurement and
analysis methodology studies, operation and maintenance of RF anechoic
and reverberation type measurement facilities. The performance period
of this effort is thirty-six (36) months. Visits to the RL research

information relating to this acquisition is available for review by
potential offerors at Rome Laboratory/ERSS, 525 Brooks Road, Griffiss
AFB, NY 13441-4505. Appointments for access may be made by contacting
Gerald Leppert, 315-330-3075 at least 48 hours in advance. The
successful contractor may receive and/or generate technical data
subject to export control in the performance of the contract.
Therefore, prospective offerors must provide a completed and approved
DD Form 2345 which certifies the offeror is on the Certified
Contractors Access List (CCAL) or the offeror is seeking application to
CCAL. The successful offeror must have a completed and approved DD Form
2345 prior to award. For further information on CCAL, contact the
Defense Logistic Service Center at 1-800-352-3572. Foreign
participation is excluded at the prime contractor level. Top Secret/SCI
clearances will be required for performance. An Ombudsman has been
appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be ''significant
concerns'' and should be communicated directly to the Contracting
Specialist, Robert E. Klees, 315-330-7682. The purpose of the Ombudsman
is not to diminish the authority of the contracting officer or program
manager, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel. The
Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and
Management Division, at 315-330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. No telephone requests for the
solicitation will be honored. All requests must be addressed to the

code N-5-5301-Z, and contain the respondent's Commercial and Government
