show knowledge and experience in system migration to meet DODIIS
standards, the NAIC Cornerstone environment, in migrating systems from
diverse platforms to an open systems environment, in maintaining
current software, databases, and production activities and continue
development of new and advanced requirements, and have an information
modeling methodology to support continuing and expanding requirements
for new or enhanced databases and intelligence production capabilities.
Also, interested sources must show knowledge and experience in
Electronic Warfare Integrated Reprogramming (EWIR), ORACLE DBMS, UNIX
Operating System, X-Windows, Motif, C programming language and the NAIC
organization and mission. Contractor personnel will be required to work
on site at NAIC and must have SCI clearances. A read library containing
technical information relating to this acquisition is available for
review by potential offerors at Rome Laboratory/IRAE, 32 Hangar Road,
Griffiss AFB, NY 3441-4114. Appointments for access may be made by
contacting Dennis Nawoj, 315-330-3517 at least 48 hours in advance. The
library contains technical data subject to export control. Prior to
review, potential offerors must submit a copy of an approved DD Form
2345, ''Military Critical Technical Data Agreement'', along with a
letter from the Data Custodian designated on that form, authorizing
access by whomever will be reviewing the library, to ATTN: Dennis
Nawoj, Rome Laboratory/IRAE, 32 Hangar Road, Griffiss AFB, NY
13441-4114. The successful contractor may receive and/or generate
technical data subject to export control in the performance of the
contract. Therefore, prospective offerors must provide a completed and
approved DD Form 2345 which certifies the offeror is on the Certified
Contractors Access List (CCAL) or the offeror is seeking application
to CCAL. The successful offeror must have a completed and approved DD
Form 2345 prior to award. For further information on CCAL, contact the
Defense Logistic Service Center at 1-800-352-3572. Foreign
participation is excluded at the prime contractor level. TOP SECRET
clearances will be required for performance. An Ombudsman has been
appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be ''significant
concerns'' and should be communicated directly to the Contract
Specialist, Renee Arcuri, 330-4777. The purpose of the Ombudsman is not
to diminish the authority of the contracting officer or program
manager, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel. The
Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and
Management Division, at 315-330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. No telephone requests for the
solicitation will be honored. All requests must be addressed to the
attention of the Contract Specialist, Renee Arcuri, Rome Lab/PKRL, 26
Electronic Parkway, Griffiss AFB NY 13441-4514, reference the code
I-5-4060-L, and contain the respondent's Commercial and Government
