Q -- ENHANCED USE LEASE OPPORTUNITIES SOL RFP 618-62-95 DUE 052695 POC Contact Point, SEVERS, JANICE, (612)725-2176, Contracting Officer, SEVERS, JANICE, (612)725-2176, Additional Contact, NELSON, MAVIS, (612)725-2189 The Minneapolis Department of Veterans Affairs Medical Center has identified a need to establish a Managed Care Institute on the VAMC campus that can accommodate VA-sponsored managed care programs and activities in clinical research, medical education, and related patient care. The VAMC's primary goal is to establish a Managed Care Institute to improve quality, access, and delivery of managed care ambulatory services to Minneapolis area veterans as well as foster public/private medical development of VA property. To meet this need, the VAMC is inviting proposals from qualified managed care providers experienced in establishing collaborative health care partnerships as well as developing and operating health care facilities designed to provide health care services in a managed care environment. The VAMC envisions establishing a collaborative, long-term ''partnering'' relationship with the selected managed health care provider. The project is a unique opportunity for the VAMC to align itself with a nationally recognized managed health care provider as well as improve the Medical Center's effectiveness in delivering managed care services to veterans. Upon review of proposals, the VAMC will select a managed care partner and enter into an exclusive partnership arrangement based on the potential partner's qualifications, experiences, and its proposed partnership plan. After the VAMC selects a partner and finalizes a mutually acceptable partnership plan, the VAMC will negotiate a long-term ''Enhanced-Use'' ground lease with the selected managed care partner. The legislative authority for the proposed arrangement is 38 U.S.C. 8161, et seq., ''Enhanced-Use Leases of Real Property''. Under the terms of the Enhanced-Use ground lease, the VAMC will provide an eight acre site on the Medical Center campus for up to 35 years. In consideration for the ground lease, the managed health care partner will be required to establish collaborative partnerships with the VAMC as well as fund, build, furnish, and maintain the VAMC Managed Care Institute. The VAMC also will grant exclusive development rights allowing the VA potential Managed Care Partner to develop the vacant VA site to its ''highest and best'' medical use, as mutually determined by the VAMC and the selected managed care partner. At a minimum, proposed re-use of the VAMC site must include the required space needed to accommodate the VAMC Managed Care Institute. Solicitations available on or about February 23, 1995.
