Project includes the design and construction of a staging area and 3 dock slips, and 3/chiller/freezer compartments and incidental related work to provide a complete and useable facility. Project will include one option item for the abandonment of an existing underground HTHW line to the west of the existing facility by replacement of temporary under and above ground HTHW line. The method and procedures that the contractor will be selected will be the Most Advantageous Proposal (Best Value) to the Government, price and other factors considered. The offerors will be evaluated on price and other non-price related criteria. Factors are as follows: Relevant Project Experience, Project Organization and Personnel, and Building Design and Construction.
