Public Buildings Service, Contracts Division is seeking sources that
are minority owned and small disadvantaged business enterprises
interested in contracting and subcontracting opportunities for the
thermal storage improvements at the Moorhead Federal Office Building.
The region is currently conducting a pilot program for the purposes of
stimulating minority and small disadvantaged business participation in
construction and construction material suppliers for the above
referenced project. The overall objective of the pilot program is to
provide a vehicle by which minority contractors and small disadvantaged
contractors may compete for contracting and subcontracting
opportunities. Firms that are minority owned and/or small disadvantaged
contractors in the field are encouraged to identify themselves to the
contracting officer in writing. No telephone inquiries will be
accepted. Responses should be received within 20 days of the
publication date of this notice. It is the intent of the contracting
officer, during the solicitation of this project, to offer a source
list of minority contractors and small disadvantage businesses and to
identify their specialized disciplines. This initiative will encourage
large businesses to expand their use of minority contractors and small
disadvantaged businesses by identifying sources who are interested in
this project. The estimated cost range of this project is between one
million and five million dollars. The scope of work includes but is not
limited to: The replacement of two existing CFC chillers with two
non-CFC chillers the replacement of the existing cooling tower with a
new cooling tower, and the installation of an ice making thermal energy
storage system. Much of the work is seasonal. Air conditioning must be
maintained during the entire cooling system. Length of construction is
approximately 336 calendar days. SIC Code 1799. Copies of the
