20361-2150 15 -- SOURCES SOUGHT FOR NAVY VERTREP HELICOPTER POC Contact, Bruce A.
Sharp, Phone (703)604-2000 This is a re-submittal of synopsis 50006-95.
Contractors who have already responded, need not respond again. The
Naval Air Systems Command (NAVAIR) is seeking qualified contractors
interested in participating in a competitive procurement of a Fleet
Combat Support Helicopter. The subject helicopter will be capable of
performing the primary missions of: vertical replenishment (VERTREP)
via the external transfer of cargo; vertical onboard delivery (VOD) via
the internal transport of passengers, mail and cargo; day/night search
and rescue (SAR) operations in nominal/low visibility environments;
and airhead operations. As a secondary objective, the aircraft will be
capable of performing; aeromedical evacuation (MED EVAC); SEAL and UDT
support operations; non-combatant evacuation operations (NEO); disaster
relief; and torpedo and drone recovery. It will be fully compatible
with current and anticipated amphibious and combat logistic force
ships. This includes requirements to: fit inside ship hangers without
ship alterations; operate over ship hover areas during day/night; and
operate within permissive wind limitations. It will have the capacity
to routinely lift canned carrier-based aircraft engines and palletized
munitions and stores. It will be capable of sustained over-the-horizon
(OTH) operations to support intra-battle group re-supply and to support
SAR operations throughout the amphibious operation area. It will
possess precise navigation, over water hover and night vision
capabilities, requiring the use of avionics which are appropriate for
and consistent with safe and effective amphibious group, battle group
and independent surface unit operation. The replacement aircraft will
be a Commercial Off-the-Shelf (COTS) item or Non-Developmental Item
(NDI). The strategy is to perform a modification, if required, to an
existing fully qualified in-production and/or in-service COTS or NDI
aircraft. The procurement will be conducted on a ''best value'' basis,
the objective of which realizes maximum benefit from the use of
existing DOD or commercial logistics support and training
infrastructure. This program requires the use of performance
specifications to the maximum extent possible and will only use
military specifications and standards as a last resort. NAVAIR intends
to investigate the cost and operational effectiveness of aircraft
alternatives. Aircraft system information will help complete this
analysis. Principal areas of interest include size, payload capacity,
aircraft performance, reliability, supportability, schedule and cost.
Contractors interested in participating in this procurement and
requiring additional information should contact Mr. Bruce Sharp at
(703) 604-2000, extension 6143, facimile (703) 604-2052. An information
questionnaire is available by request. Please submit statements of
interest by February 28, 1995. - NAVAIR Synopsis No. 50017-95. (0026) Loren Data Corp. http://www.ld.com (SYN# 0138 19950127\15-0010.SOL)
