505/846-2181. Electromagnetic (EM) Systems R&D Support and Electronic
Warfare (EW) R&D Systems Research and Development Sources Sought. The
Air Force Phillips Laboratory, Kirtland AFB, New Mexico will be the
responsible contracting activity for this effort for the U.S. Army Big
Crow Program Office (BCPO). This effort will consist of research and
development support in the area of electromagnetic (EM) systems and
electronic warfare (EW) systems. The scope of this acquisition is
limited to aspects of EW investigation, system analysis, requirement
definition, and the application of engineering design and development
to support the requirement definition. This effort will support the
U.S. Army BCPO EW vulnerability investigations, EW research testing,
and EW developmental/operational testing in the areas of electronic
attack (EA), electronic protection (EP), and electronic support (ES).
Systems developed under this effort may vary greatly in type and
complexity since their requirements will be driven by the EW systems to
be tested. The support systems developed, may involve combinations of
transmission, receiving, and/or instrumentation elements. Systems
developed under this acquisition will assist the R&D community in the
areas of pre- test analysis, test design, test planning, frequency
coordination, test execution (laboratory and field), post test analysis
and report generation. A cost reimbursement level of effort type
contract with subtask ordering provisions is anticipated. Any resultant
contract is anticipated to have a base period of one year, with four
one-year options. All potential sources must have demonstrated
knowledge and experience in the following areas: 1) EA, 2) EP, 3)ES, 4)
system integration to other systems and/or instrumentation/computer
elements, 5) demonstrated experience in system analysis/EW
investigations, 6) ability to perform in-house EW research and
development, fabrication, and integration. Small businesses interested
in receiving any resulting solicitation are requested to submit
written statements of capability (SOC) describing their experience and
capabilities in each of the areas described above. Large businesses
are not required to submit SOCs. The SOC must include previous
experience which demonstrates capability in the areas described above
and must comply with the requirements identified in commerce business
daily numbered Note 25. Replies to this synopsis must reference RFP
Number F29601-95-R-0019. The SOC is limited to 25 pages (excluding
resumes) and must be received within 20 calendar days from the date of
this announcement. SOCs received later than this date may not be
reviewed. Submit only unclassified information for consideration and
evaluation. All SOCs shall include company name, mailing address, and
company size status under the standard industrial classification (SIC)
code identified below. The original and two copies of the SOC should
be sent to Ms. Virgie Henderson, Phillips Lab/PKWC, 2251 Maxwell
Avenue, SE, Kirtland AFB, NM 87117-5772. Foreign firms are advised they
will not be allowed to participate as the prime contractor. Top secret
facility clearances will be required. A resultant contract may include
an organizational conflict of interest clause. A subsequent RFP and any
resultant contract may contain militarily critical technology list
(MCTL) information whose export is restricted by the Export Control Act
(Title 22, U.S., Sec 2751, et seq.) Or the Export Administration Act of
1979, as amended (Title 50, U.S.C. App. 2401, et seq.). Only those
respondents or offerors who are on the qualified contractor's access
list (QCAL) may receive such information. Request certification and
registration from the defense logistics service center (DLSC), Federal

(1-800-352-3572) as soon as possible. If you are interested only in
subcontracting possibilities, please indicate this clearly on the
submission. Firms responding must indicate whether or not they are a
small business, an 8(a) certified firm, a socially & economically
disadvantaged business, a woman-owned business, or historically black
college/ university, or minority institution. The government reserves
the right to set aside this acquisition for the 8(a) program, small
disadvantaged business, small business, or historically black colleges
and universities/minority institutions based on responses to this
synopsis. All respondents desiring a copy of the solicitation must
request it in writing and provide a mailing address and their assigned
commercial and government entity (cage) code. Offerors/bidders must
indicate their size qualifications under SIC code 8731, size standard
500 persons. This announcement is for informational and planning

the proposal development phase of this acquisition. The purpose of the
