A -- R&D EFFORT IN MANUFACTURING TECHNOLOGY (MANTECH) PROGRAM TO REDUCE THE MANUFACTURING COST OF LINEAR DRIVE CYCLE CRYOCOOLERS SOL DAAB07-95-R-J714 DUE 040195 POC Michael Gallagher, Contract Specialist, AMSEL-ACCC-A-CD (908)532-5454 Elliott D. The US Army Communications Electronics Command (CECOM), proposes to procure twenty-two (22) month Research and Development effort in Manufacturing Technology (MANTECH) for Linear Drive Cryocoolers (LDC's). The goal of MANTECH programs is to reduce cost of critical items through development and dissemination throughout industry of manufacturing processes that reduce manufacturing costs, reduce scrap, waste and rework or provide greater process control, reducing the need for inspection. The goal of this MANTECH program is to reduce the manufacturing cost of Linear Drive stirling cycle cryocoolers by 30% through establishment of new or improved manufacturing processes and process controls and by making these processes and controls available to industry, academia and other Government agencies. These Coolers are typically employed to cool sensors in infrared imaging systems, laser range finders, chemical detection devices and other equipment. The two baseline coolers that the MANTECH initiatives shall be demonstrated on are the .15 watt Linear Cooler and 1 watt Linear (OWL) cooler. This is not a development effort for LDCs. Offerors must demonstrate their ability to design/develop, fabricate and manufacture a dual opposed LDC within the capacity ranges above and demonstrate the initiative on the two baseline Coolers. The solicitation will be a best value acquisition which shall consider Technical, Past Performance and Cost evaluation factors. Cost plus fixed fee type contract(s) will be awarded. The Government reserves the right to make one or more contracts for one or more initiatives per contract. Most of the data items will utilize contractor's format. A complete list of required data items is contained in the solicitation. Any Military Specifications, Standards or Data Item Discriptions are provided for guidance only. Due to the requirements involved, the acquisition is classified as SECRET. This classification requires that no foreign sources participate at the prime contractor level in any area requiring access to SECRET information. All reports and data from this program will be limited to domestic dissemination only. THE US ARMY COMMUNICATION ELECTRONICS COMMAND (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposal (RFPs) and invitations for Bids Bulletin Boardfor Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. EFFECTIVE 1 OCTOBER 1994, ALL SOLICITATIONS ISSUED FROM Ft. MONMOUTH FOR ACQUISITIONS OVER THE SMALL PURCHASE THRESHOLD WILL Be SOLICITED VIA THE EBB. AFTER 1 OCTOBER 1994, ONLY THOSE PARTIES WHO Do NOT HAVE THE EQUIPMENT NECESSARY TO ACCESS THE EBB WILL Be FORWARDED HARD COPIES UPON REQUEST. HOWEVER, AS OF 1 JANUARY 1995 HARD COPY WILL No LONGER BE DISTRIBUTED. (Exceptions are Post, Camp and Station acquisitions.) All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. This hardware and software required includes a computer, modem, telephone line, communication software, wordprocessing software and a printer. If one intends to print downloaded files (after decompressing) a fast, higher resolution printer is advantageous. The EBB itself is an IBM compatible computer running commercial bulletin board software. The EBB is equipped with Hayes Ultra 14.4 baud modems that are capable of supporting other Hayes compatible 14, 400 baud or lower modems. User's computer must be equipped with a Hayes compatible 14.4 (or slower) modem. (Baud rates less than 2400 are not recommended.) The EBB runs on MSDOS Operating System software. The majority of files will be created and stored on the EBB in Microsoft's Word for Windows format since this is the standard CECOM word processing software. If a file is not in Word for Windows format, the file will be in Rich Text Format or ASCII format - a format capable of being imported into Work for Windows. While not required, a 17'' Super VGA monitor will better accommodate on screen viewing of certain solicitation documents.
