The Navy Research and Development Division is seeking potential sources of technology development for prisoner/parolee tags in support of future projects to be sponsored by the Advanced Research Projects Agency (ARPA). ARPA is developing law enforcement technology under the guidelines of a joint Department of Justice and Department of Defense memorandum of understanding. A prisoner/parolee tag is a device which is physically installed on the prisoner/parolee either around the ankle, the wrist, or the neck. The tag installation is done in such a manner that the prisoner/parolee can not remove it. In some applications, an attempt (successful or not) to remove the tag might trigger a local or remote alarm. There are two classes of tag users: cooperative and non-cooperative. The areas of tag operations can range from highly urban to rural and a combination of both. A tag can contain electronics packages such as miniature radionavigation devices, communication channels such as an RF or infrared link. Tags performs different functions in different operational scenarios. For example a prisoner tag might be used to notify a central alarm facility when the prisoner physically enters exclusion areas. A tag could monitor basic body functions and report to a central alarm facility abnormal conditions such as high pulse rate or no pulse rate. A tag could be used to automatically track and locate prisoners. A tag could be used to monitor prisoner movement within an instrumented area such as an outside prison work release area. Parolee tags could be used to determine that the parolee is meeting the conditions of the parole such as not leaving his/her residence at night or during non-work hours. Sources are sought of the developers of existing products that perform some or all of the type of operational capability described above. Product descriptions are desired.
