successful firm will be required to provide engineering services under
an indefinite quantity contract for various mechanical/electrical
design projects. Work will include preparation of designs for
construction, cost estimates, engineering services, and post
construction award services. The initial project that will be ordered
under the indefinite quantity contract will be for the Replacement of
Heating Controls at the Naval Surface Warfare Center, Carderock
Division, Bethesda, MD. The contractor will be required to design a
complete digital design display control system for 13 buildings 11 of
which are currently under a Energy Control Management System. This
initial project shall be based on a ''design-to-cost'' not to exceed
$600,000.00. Other projects which may be ordered will require the same
basic professional skills. The duration of the contract will be for a
period of one year with an option to extend the contract for an
additional year. The contract will be a firm-fixed price indefinite
quantity contract. Subject to necessary changes the total contract
amount for the base and option year shall not exceed $500,000.00.
Significant selection criteria in relative order of importance include:
(1) Recent specialized experience of the firm in the design of heating
control systems; (2) Professional qualifications of the staff to be
assigned to this contract including those of consultants; (3) Capacity
of the assigned design team to accomplish work within a limited time
period; (4) Past performance with respect to construction cost control,
quality of work and compliance with performance schedules with an
emphasis on Government work; (5) Location of the firm in the general
geographical area of the projects (Annapolis and Bethesda Maryland)
provided there is an adequate number of local qualified firms; (6) The
volume of work previously awarded to the firm by the Department of
Defense will be considered with the object of effecting an equitable
distribution of DOD AE contracts among qualified firms including small
and small disadvantaged business firms and firms that have not had
prior DOD contracts. AE firms which meet the requirements listed in
this announcement are invited to submit completed SF 254 and SF 255 to
this office. Firms responding by 2:00 PM on 08 March 1995 will be
