AVHRR and HIRS Repair, Modification and Performance Studies, RFP5-05745/431 will be issued on a sole-source basis to ITT Corporation/Aerospace 3700 East Pontiac Street, P.O. Box 3700, Fort Wayne, IN 46801, pursuant to 10 USC 2304(c)(1)--Only One Responsible Source. NASA/GSFC requires the Contractor to continue to provide support, repair, modification, and related studies for a) the Advanced Very High Resolution Radiometer (AVHRR/2 & AVHRR/3) and b) the High Resolution Infrared Radiation Sounder (HIRS/2I and HIRS/3) instruments and support equipment. These instruments and equipment will be flown on NOAA-D, I, J, K, L, M, N, N' & METOP meterological satellites. In addition, this effort includes (a) instrument integration support, (b) inspection, (c) trouble shooting and analysis, (d) planning scheduling and cost estimating, (e) environmental requalification tesing, (f) minor instrument modification and (g) minor instrument studies. The period of performance for this effort is five years at a level-of-effort of approximately 5,540 hours per year. In this case, ITT designed and fabricated the AVHRR/2 & 3, HIRS/2 and HIRS/2I instrument series. As a result, ITT has the expertise and familiarity gained through proto-flight development, flight build, and flight worthiness maintenance. Such expertise is essential to maintain continuity in the program. This will insure timely repair turnaround, thereby minimizing cost and schedule slips into the spacecraft integration phase.
