R -- ARCHITECT/ENGINEER, INDEFINITE DELIVERY TYPE CONTRACT FOR SURVEYING SERVICES IN PORTLAND DISTRICT AREA SOL DACW57-95-R-0023 DUE 030195 POC Contract Specialist, GAIL SCHULTZ, (503)326-4078 The Portland District, Corps of Engineers, Operations Division proposes to contract for Hydrographic Surveying Services within the Portland District geographical area of responsibility, which includes portions of Oregon and Washington. The work will be confined to major rivers, inland bays and ocean harbors. No offshore ocean work is anticipated or required. The contract is an Indefinite Delivery Type Architect-Engineer Contract for $750,000 with each delivery order not to exceed $150,000. The contract period will be for one year with an option to extend the contract for one year. The projected commencement date for this contract is October 1995. All services shall be supervised by a Professional Land Surveyor(s) licensed in the State(s) of Oregon and Washington, and/or an In-shore Hydrographer(s) holding an American Congress on Surveying and Mapping Certification. Boat Operator(s) shall have a valid U.S. Coast Guard License to operate or navigate passenger carrying vessels. Specific services anticipated include, but are not limited to, hydrographic surveys and geodetic control survey work of 2nd and 3rd order horizontal and vertical control surveys that conform to NOAA standards. Each response will be evaluated on the general criteria listed below in descending order of importance: a. Firms that currently employ Professional Land Surveyor(s) who are licensed in the States of Oregon and Washington. b. Experience and qualifications of the proposed project manager and key team members to be assigned to the services listed above. c. Each firm's location with respect to the Portland District, and the firm's location with respect to the other respondents. d. Capability to supply up to two (2) field survey parties. e. Demonstrated ability to provide the necessary equipment to perform the required services, at a minimum: (1) Survey vessel(s) with a minimum length of 18 ft., with a demonstrable speed of 20 knots and a work boat with a minimum length of 8 ft. (2) For each such survey vessel, a electronic positioning system, a total integrated hydrographic survey computer system, a boat piloting left/right guidance system, line track plotter, a digital/analog depth recorder, bar check calibration equipment and a motion sensor unit. (3) Survey instruments, computers and other pertinent equipment available for geodetic control survey work. (4) Capability to provide a complete survey file on 5.25, 3.5 MS/DOS and/or CAD formatted disks. f. Proposed project organization, lines of authority, disciplines proposed and team backup personnel. g. Administrative performance, technical competency, and cooperative attitude on previous projects. h. Current work load as related to size of firm and size and complexity of project. i. The firm's volume of previous U.S. government work. j. The firm's standing as a Small, Small Disadvantaged, or Woman-Owned Small Business, and the extent to which those firms, as well as Historically Black Colleges and Universities / Minority Institutions (HBCU/MI), participate in subcontracting. SUBMISSION REQUIREMENTS: A-E firms which meet the requirements described in this announcement are invited to submit an Standard Form 254 (A-E and Related Services Questionnaire) and an Standard Form 255 (A-E and Related Services Questionnaire for a Specific Project). Only those responses received by the Portland District Contracting Division prior to 4:00 PM local time on the date indicated above will be considered. No other general notification for this project will be made, and no further action beyond submission of a request for consideration and forms 254 and 255 is required or encouraged. All A/E firms responding shall indicate their size in Block 4 of the SF 254. This procurement is open to both large and small businesses.
