R -- TECHNICAL ASSISTANCE TO STATES AND LOCAL PROVIDERS REGARDING THE PROJECTS FOR ASSISTANCE IN TRANSITION FROM HOMELESSNESS (PATH) PROGRAM SOL CMHS-DDP-95-0007 POC Contact Point. Richard Thomas, 301/443-0043, Contracting Officer, Beatrice L. Woods, 301/443-0043 The proposed procurement is a 100 percent Small Business Set-aside. The Center for Mental Health Services is soliciting proposals from qualified small business firms under Standard Industrial (SIC) Code #8741 who have the capability to assist States/Territories in the effective operation and monitoring of the Projects for Assistance in Transition from Homelessness (PATH) program. The purpose of this contract is to support the collection, synthesis, and dissemination of program-related information designed to meet the needs of the State/Territorial agencies which are responsible for the administration of this program. To qualify, the offeror must demonstrate: (1) understanding of the tasks of the contract as it relates to treatment, support, and housing service needs of persons with serious mental illnesses who are homeless; (2) understanding of the problems that may be encountered in performing the contract; (3) understanding of the service delivery system supported by the PATH formula grant program; and (4) qualifications, experience and availability of professional personnel with hands-on experience in issues and programs relating to homelessness and/or serious mental illnesses. A thirty-six (36) month cost reimbursement type contract is anticipated. Estimated issuance date of RFP No. CMHS-DDP-95-0007 is 15 days after publication of this notice and responses are due to be received in the Contracts Office 30 calendar days thereafter. Written requests for copies of the solicitation will be honored if received within twenty (20) calendar days after issuance date. Requests received after that period will be honored on a first-receive, first-serve basis until the supply is exhausted, however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of proposals.
