Change the sole-source status to become a full and open competitive procurement based upon the revision to Franchise Agreement AR 25-1, dated 18 October 1994. Franchises labeled as exclusive are now rendered non-exclusive. Prior to contract award a Franchise Agreement with the Aberdeen Proving Ground must be obtained granting authority to perform on this post. The period of performance for this requirement is changed from a five year requirement with one base year with four one-year options to be a ten year requirement with one base year with nine one year options.
