Description of work: This project includes an addition to the existing
U.S. Army Sergeant Major Academy at Fort Bliss, Texas. The addition
(approximately 43,091 sf) will provide classroms, computer simulations
center (approximately 8,936 sf), and administrative and storage space.
Supporting facilities include utilities; electric service; fire
potection and alarm systems; fencing, paving, walks, curbs and gutters;
parking; storm drainage; information systems; and site improvements.
Demolish existing parking lot, utilities, and concrete exit stairs at
point of additions to the existing facility. Estimated cost range:
$5,000,000 to $10,000,000. Bid sets available at $64.25 for half-size
and $141.75 for full size. No individual sheets of drawings may be
purchased. Requests by mail must include payment in the applicable
amount by company check or money order made payable to F&A Officer,
USAED FTW and sent to: USACE, Attn: Room 13A42, P.O. Box 17300, 819
Taylor Street, Fort Worth, Texas 76102-0300. NO EXPRESS MAIL PROCEDURES
WILL BE UTILIZED ON INITIAL MAILINGS OF PLANS AND SPECIFICATIONS.
Requests in person may be paid by cash. No refund will be made and
materials need not be returned. If project is cancelled or no award is
made, cost of plans and specifications will be refunded only on
written request. Solicitation to be issued on or about 16 Feb 95. Bid
opening on or about 20 Mar 95. Duration of contract is 428 days. If a
large business firm is selected selected for this announcement, it must
comply with FAR clause 52.219-9 clause regarding the requirement for a
subcontracting plan. The Fort Worth District goals are 60.3% of the
contractor's total planned subcontract amount be placed with Small
Business; 9.8% of the total planned subcontract amount with small
disadvantaged business; 2.9% of the total planned subcontract amount
with women owned small business; and 5.5% of total planned subcontract
amount with historically black colleges and universities or minority
institutions (HBCU/MI). The plan will be required at the time of bid
