636-4367 Potential Sources Sought. The Coast Guard is seeking qualified
sources that can perform the overhaul, testing, packaging and upgrade
of Fairbanks Morse Superchargers Model No. 3800 8-1/8. NSN
2990-01-138-8503 - Part No.'s 16611058-1, 16606454, 16609713 &
C3541A12FB-VC shall be overhauled, tested, packaged and upgraded to
Part No. 16611058-2; NSN 4310-01-247-2267 - Part No.'s 16611059-1,
16606375, 16702563, & C3541A12FB-UC shall be overhauled, tested,
packaged and upgraded to Part No. 16611059-2. The Government
anticipates awarding a contract for one base year and four option years
with an estimated quantity of 3 per year. FOB Destination to the U.S.
Coast Guard Supply Center Curtis Bay, 2401 Hawkins Point Road,
Baltimore, MD 21226-1792. This will be other than full and open
competition with Coltec Industries Inc./Fairbanks Morse Engine
Division. Technical data and/or drawings pertaining to Fairbanks Morse
are not available within the Government and are proprietary to
Fairbanks Morse. Accordingly, it is believed that this nonavailability
of technical data precludes the U.S. Coast Guard Supply Center from
obtaining competition as they are available from only one source.
However, other potential sources can submit information concerning
their capabilities to overhaul, test, package and upgrade the
Superchargers for the purpose of the Coast Guard to determine whether
to conduct a competitive procurement. Organizations having the
expertise and required capabilities to provide said item are invited to
submit complete information disucussing such capabilities as follows:
(i.e. salient physical, functional and serviceability, characteristics)
1) Show that they satisfactorily manufactured the item for the
Government or the prime equipment manufacturer; 2) Submit complete and
current engineering acceptability of the item. It is the Government's
belief that only Coltec Industries Inc./Fairbanks Morse Engine
Division can overhaul, test, package and upgrade the Superchargers to
ensure proper fit, form, and function of all its components. Other
concerns having the expertise and required capabilities to furnish said
work are invited to submit complete information discussing such
capabilities in duplicate within fifteen (15) days of this
announcement. No cost or pricing information is required. This is not
a Request for Proposals (RFP). The Government does not intend to pay
for the information solicited. Responses must be concise and be
specifically directed to the requirements mentioned above. Concerns
that respond to the notice must fully demonstrate their capability to
evaluate capability to meet the requirement. Adequate detailed data by
which to evaluate capability should be sent to the attention of Sharon
Jackson, Contract Specialist. For minority, women, and disadvantaged
business enterprises only: The DOT has a bonding assistance program
available which enables firms to obtain bid, payment, and performance
bonds with a guarantee up to 80% against losses. The short-term loan
program provides working capital at the prime interest rate. For
