Overhaul and Repair of AN/APN-209(V) Electronic Altimeter Set on a sole source basis with Honeywell Inc., Military Avionics Division, Minneapolis, MN. Other than full and open competition is based on only one responsible source. The Government does not own necessary technical data and knows of no other source capable of performing this effort. Services to include the repair and retrofitting of altimeter sets, with 4 one-year options, for same services. This synopsis is for informational purposes only and is not an offer for proposal. All responsible sources may submit a bid or proposal which shall be considered by the agency. Only written requests will be accepted. The U.S. ARMY COMMUNICATIONS ELECTRONICS COMMAND (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to industry. ALL SOLICITATIONS ISSUED FROM FORT MONMOUTH For ACQUISITIONS OVER THE SMALL PURCHASE THRESHOLD ARE SOLICITED VIA The EBB. AS OF 1 JANUARY 1995 HARD COPY WILL NO LONGER BE DISTRIBUTED. (Exceptions are Post, Camp and Station Acquisitions.) All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. This hardware and software required includes a computer, modem, telephone line, communication software, word processing software and a printer. If one intends to print downloaded files (after decompressing) a fast, higher resolution printer is advantageous. The EBB itself is an IBM compatible computer running commercial bulletin board software. The EBB is equipped with Hayes Ultra 14.4 baud modems that are capable of supporting other Hayes compatible 14,400 baud or lower modems. User's computer must be equipped with a Hayes compatible 14.4 (or slower) modem. (Baud rates less than 2400 are not recommended.) The EBB runs on MS-DOS Operating System software. The majority of files will be created and stored on the EBB in Microsoft's Word for Windows format since this is the standard CECOM word processing software. If a file is not in Word for Windows format, the file will be in Rich Text Format or ASCII format - a format capable of being imported into Word for Windows. While not required, a 17'' Super VGA monitor will better accommodate on screen viewing of certain solicitation documents. Detailed information regarding system requirements is contained in the U.S. Army CECOM EBB User's Manual. A User's Manual, Identification Code and Password will be issued upon request.
