The Air Force Central Inertial Guidance Test Facility (CIGTF), Holloman AFB NM has a requirement for one Global Positioning System (GPS) signal generator (SG), capable of connecting with our existing SG and the Navigation Test and Evaluation Laboratory (NavTel) model simulation system to provide differential GPS (DGPS) capability. The SG and host computer must function in synchronized operation with our existing SG to provide true DGPS simulation, which consists of satellite simulation for a stationary reference station and a mobile target station. The integration of this SG with our current SG requires knowledge of proprietary hardware and software information of our current SG, and the SG must be controlled by an IEEE 488 real-time interface, so that both Sgs can be optimally controlled in a synchronized real-time mode for an indefinite duration by the NavTel system. The SG must also produce L1 and L2 channel GPS signal simulation for ten satellites with the optional capability for using selective availability/anti-spoofing techniques. Based on information available at this time and in accordance with 10 USC 2304 (c)(1), the Government considers the equipment specified as a sole source acquisition from Northern Telecom Europe Limited, and proposes to negotiate with this firm on that basis. However, should additional firms be identified, they will be considered. Firms who feel that they can provided the required equipment based upon the criteria and the time frames specified herein are invited to submit in writing an affirmative response to this announcement within 30 days of publication of this notice. An affirmative response must include information regarding the required equipment which includes its capabilities, compatibility and availability.
