provide commercially available automated recruitment and placement
systems in support of HQ AFMPC, Randolph AFB TX 78150. This is a
sources sought synopsis request to identify potential offerors only.
The Government does not intend to pay for any information provided.
Responses to this request must include technical literature, cut
sheets, pamphlets, GSA contracts or commercial price lists which will
demonstrate the potential offerors' ability to satisfy the Government's
requirements. Responses must also include the business size and be
received in writing by this office within 30 days after the publication
of this announcement. A solicitation is not available at this time.
Requests for future solicitation documents will not be considered
responsive to this request. The Government is seeking potential sources
that can provide information on commercially available automated
recruitment and placement systems with the following capabilities: (1)
A front-end MS Windows-based GUI interface; (2) A network-supported
immage processing system Client/server architecture; (3) Capability to
input applications and related information through scanner, E-mail or
fax; (4) Capability to link all related data to a vacancy case file
Accurate, automated extraction of data using Optical Character
Recognition (OCR); (5) Information output through fax, E-mail, and
paper printout; (6) Option to import and export to and from existing
databases; (7) Store application and vacancy information in database
Use artificial intelligence to electronically extract and interpret the
data (e.g. experience, education, license or certification) that will
be selectively used to further determine eligibility, rank
order/grouping; (8) The capability for text extraction, and on-line
access to view the text side-by-side with the images of an application,
for reference, verification and referral; (9) Archive case file
information. As a minimum, the case file will normally include the
position description, announcements, applications and supporting
documents, evaluation criteria, and information about any special or
unusual requirements; (10) Security for system and database; (11)
Ability to interface with DoD modules such as COREDOC and PERSACTION;
(12) Archive/store the rating criteria, interview and selection action;
(13) Allow applicants to submit any number of resumes; (14) Maintain
and use a library of crediting plans; (15) Maintain record of fill
request data (e.g vacancy, position information, etc.); (16) Generate
vacancy announcements/postings for individual, multiple or open
announcement-type vacancies; (17) Capability for candidates to call
into announcement ``bulletin board'' to get information on current
openings, indicate interest, ask for more information; (18) Support
transmittal of announcement: Printed, Electronic file, Fax, E-Mail, BBS
(future), Voice system (Future); (19) Generate letters to both eligible
and ineligible applicants; generate letters to applicants submitting
incomplete applications; (20) Link applications to one or more
announcements; (21) Capability to modify data and text extracted from
applications; (22) Capability to create and maintain general inventory
of applicants; (23) Retrieve detailed data on a candidate by
retrieving both extracted text and application image on-line; (24)
Capability for the candidates to be evaluated against quality ranking
criteria (crediting plan) by searching for mandatory and desirable
criteria and producing a ranked list of applicants. Response time
should be measurable in seconds; (25) Support transmittal of Referral
List and supporting documentation to managers either as hard copy or
electronically (fax or E-mail); (26) Generate standard and ad-hoc
reports; (27) Create Equal Employment Opportunity (EEO) statistical
reports for Referral Lists. Responses must state that the contractor is
not on the Parties Excluded from Procurement Programs, as well.
Contractors with GSA schedule contracts shall provide the contract
