of AIDS (DAIDS) of the National Institute of Allergy and Infectious
Diseases (NIAID), National Institutes of Health (NIH) has a requirement
entitled ''DAIDS Laboratory Data Management'' under request for
proposal (RFP) NIH-NIAID-DAIDS-96-01. This acquisition is 100 percent
set-aside for small businesses. The effort is to provide a Laboratory
Data Management System (LDMS) to those laboratories conducting
virologic, immunologic, microbiologic and pharmacologic assays on
research samples from subjects enrolled in DAIDS sponsored and/or
collaborative trails. The LDMS is critical to cross-program
standardization of research protocols and assay quality assurance
programs, permitting the combination and/or comparison of laboratory
results across all DAIDS sponsored studies. The LDMS is intended to
serve a broad spectrum of research sites including: the AIDS Clinical
Trials Group (ACTG) sites i.e. adult and pediatric AIDS Clinical Trials
Units (ACTUs), the AIDS Vaccine Evaluation Units (AVEUs), the Women and
Infants Transmission Study (WITS) sites, the Multicenter AIDS Cohort
Study (MACS) sites, the Division of AIDS Treatment Research Initiative
(DATRI) sites, and the National Institute of Child Health and Human
Development (NICHD) research sites. These sites constitute
approximately 120 laboratories, the majority of which are virologic,
with fewer immunologic, microbiologic and pharmacologic sites. The
essential efforts required are to: 1) provide an LDMS to track
laboratory specimen inventory, generate specimen test schedules,
collect, calculate, edit, correct and store assay result data in a
central database, resolve discrepancies, reformat and distribute data
from virologic, immunologic, pharmacologic and microbiologic subject
samples to end user databases; 2) provide for the transfer of data from
the participating research sites to the LDMS (contractor) database and
ultimately to the end users; 3) distribute the LDMS to the
participating research laboratories, assist in the installation of and
training and support in the use of the LDMS; and 4) interact with
DAIDS staff, the scientific committees of the end user groups, as well
as the data centers for each of the end user groups in developing data
acquisition and management procedures. RFP-NIH-NIAID-DAIDS-96-01 will
be issued on or about February 15, 1995. Interested parties must

be available in an abbreviated version which will provide the
Institute's cover letter, the work statement, the reporting
requirements and the evaluation criteria. Upon reviewing this
abbreviated version and deciding to submit a proposal, interested

which will include all the documents necessary for preparing a

Proposals are sought only from SMALL BUSINESSES (i.e. under 500
employees - SIC 8731). See note #1. It is expected that a 5-year
contract will be awarded on or about 10/30/95. The contract will be a
cost-reimbursement completion type. All proposals from responsible
