C -- ARCHITECT ENGINEER SERVICES FOR MONTAUK POINT, NEW YORK SOL CBAEPL-5025-0012 POC Ms. Willien Cunningham, CENAN-EN-MF 212-264-9123. Location: Montauk Point, Long Island, New York (at the eastern end of the southern fork of Long Island, approximately 125 miles east of New York City). Scope of Services Required: Provide professional services in performing a feasibility level study to provide erosion control and strom damage reduction protection to the project shoreline. The study/design effort will entail the development of coastal storm damage reduction measures to include hard structural measures such as stone revetments, etc. The A/E will examine existing and with project coastal conditions, prepare alternative project designs and assess the impacts on damageable structures and properties in the study area and prepare cost estimates. Environmental, cultural and HTRW impacts must be assessed. Technical Capability Required: Costal Engineering with experience in costal structures (such as revetments and shore protection), civil engineering. structural engineering, soils and geophysical engineering, surveyors, economics (experienced in performing cost/benefit analyses on civil works projects, especially shore protection projects) and estimating (with experience on civil works projects, especially shore protection projects, with experience in or capabilities for M-CACES estimates (Corps of Engineers Cost Estimating Software is preferred), environmental analysis (including preparation of environmental analyses and impact statements), cultural resources assessment and report writing and archaeology. Special Qualifications: Subsurface exploration capabilities (including remote sensing of offshore submerged potential cultural resources); certification of supervisor/key personnel (indicate state where professional licences/certification were obtained), surveying and mapping, aerial photography, costal engineering, economic analysis, environmental testing and analysis and archaeological analysis. Familiarity with Corps procedures and all related requlations. Closing Date for Submission of Form SF 254 and SF 255: 30 days after CBD advertisement. Estimated value of contract: $250,000-$400,000. Evaluation Factors (in Descending Order of Importance: 1) Professional qualifications necessary for satisfactory performance of the required services. 2) Specialized experience and technical competance of the firm in the primary work required. 3) Capacity of the firm to accomplish multiple projects simultaneously in the required time including qualifications of key personnel. 4) Past Experience, if any, of the firm with respect to performance on Department of Defense (DOD) A/E contracts, in terms of cost control, quality of work, and compliance with performance schedules. 5) Location in the general geographic area of the New York District and knowledge of the locality of the project site, provided that there are a sufficient number of qualified firms within the area. 6) Volume of work previously awarded to the firm by the DOD. DOD desires an equitable distribution of contracts among A/E firms, including small and small disadvantaged firms, as well as firms that have not had prior DOD contracts. Start: 1 July 1995. Completion: 30 Dec 2000. Small and disadvantaged firms are encouraged to participate as prime contracts or as members of joint ventures with other small business, and all interested contractors are reminded that the sucessful contractor will be expected to place subbcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with Public Law 95-507. Firms will indicate on page 11, block 10, of the SF 255 the total number of DOD awards (basic, modifications, IDC/work orders) and the total value of those awards (A/E fee) within the last 12 months prior to the date of the announcement. Firms that do not comply with this requirement may be considered non-responsive. The submittals should be sent in triplicate to Ms. Willien Cunningham, CENAN-EN-MF, Department of the Army, U.S. Army Engineer District, New York, Jacob K.
