734-9399. The Headquarters 38 Engineering Installation Wing, Logistic
Squadron has a requirement for a contractor to engineer, design,
furnish, install and test and make operational a new Base
Telecommunications System (BTS) at Bergstrom ARS TX. The installation
shall consist of 1 each Digital Telephone System (DTS) in building 4588
(Host DTS) with an option to purchase and subsequent operations and
maintenance services for 1 each DTS in building 1101 (10 AF DTS) and
other contractor furnished equipment components to replace the Base
Telephone System at Bergstrom ARS TX. The DTSs should be interconnected
using copper T1 links. Although the DTSs do not initially require ISDN,
it should be possible to upgrade them to both Basic Rate Interface
(BRI) and Primary Rate Interface (PRI) without the need to change out
the front end. Voice hotlines (could be provided as outboard equipment)
and crash nets (also could be provided as outboard equipment) will be
required. This requirement also includes non personal services for
operation, maintenance and recurring support services for the main base
switch in building 4588 and the option switch in building 1101. This
shall include operations, maintenance, and recurring support service on
the base telephone switching system, the inside cable plant, the
outside cable plant, and premise equipment. The proposed contract is
for the base year with four option years. The new BTS to be furnished
and installed shall be wired for 3000 lines and equipped for 1400
lines. The system includes but shall not be limited to: 1400 lines, 103
trunks, and 4 attendant consoles. There are both commercial and Defense
Switched Network (DSN) trunks, access to FTS-2000, data circuits and
key systems. This acquisition is being conducted under a specific
agency delegation of GSA's exclusive procurement authority for FIP
resources. The specific GSA DPA case number is KMA-93-AD15. Competition
is open to domestic and foreign sources. All responsible sources may
submit a bid, which shall be considered. Sources responding to this
synopsis must indicate, in writing, whether they are large or small,
disadvantaged or a women-owned business. For this acquisition, a
concern will be considered small under SIC 7378 with size standard of
$14,500,000.00. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
