The biologist shall provide detailed biological information to assist the workshop participants to address the potential changes to salinity concentrations and related biological communities in the Columbia River Estuary that could result from deepening of the navigation channel. The workshops will involve individuals from resource agencies, project sponsors, consultants, and the Corps of Engineers. The workshops will be held at approximately five month intervals, with the first workshop to be held in March, 1995. The goal of the workshops is to reach a consensus with the resource agencies on the likely impacts to the salinity related biological community. The biologist will compile and summarize information on the biology, distribution, habitat requirements and salinity tolerances of the estuarian organisms selected by the group as indicator species for assessing impacts of salinity changes. The biologist shall prepare a report that describes the biological resources used in the evaluation, the assumptions made and the consensus opinion of the group on biological impacts. The biologist shall also prepare a summary of the report which will then be included in the Environmental Impact Statement. The workshops will be held in either Portland/Vancouver or Astoria areas. RFP shall be available on or about February 15, 1995 at no charge. Approximate due date for proposals will be March 15, 1995. This procurement is 100% set-aside for small business concerns. The small business size standard for this procurement is a concern, including all affiliates, with average annual sales or receipts for the preceding three years not in excess of $5 million.
