(202)927-2593 The U.S. Customs Service (USCS), in cooperation with the
Office of National Drug Control Policy (ONDCP), is preparing to assess
the performance of cabinet X-ray systems for the detection of cocaine
and heroin in letter mail, packages, parcels, luggage, boxes and
crates. The assessment of commerical (''off-the-shelf'') detection
systems will be conducted in the Summer of 1995. All cabinet X-ray
detection systems must include source and detector modules, a signal
processor, an image display or positive/negative response indicator and
a conveyer subsystem. These systems should comply with all the
requirements of the U.S. Food and Drug Administration (FDA) for cabinet
x-ray systems (21 CFR 1020.40). The assessment of cabinet X-ray systems
will consist of: verification of performance specifications, packaged
cocaine/heroin mass response test, and quasi-operational tests.
Application to participate must be on company letterhead. The
respondents to this notice will be provided with detailed information
on the assessment program and are encouraged to send in their comments
to the contact point/address listed above within 30 days of the
