70 -- PROCESS MANAGEMENT TOOL REQUIREMENTS - REQUEST FOR INFORMATION POC Arlene Walker-Hall, Purchasing Specialist (202) 268-4762. The U. S. Postal Service is currently seeking companies with existing process management tools to help standardize the overall Postal Service software development process and to facilitate the modeling, control, and work flow of application projects. Information Systems, at the Postal Service is currently in the process of re-engineering its software development processes using the Capability Maturity Model developed by the Software Engineering Institute of Carnegie Mellon University. This effort has produced a set of software standards and procedures which require automated support to expedite implementation and facilitate operation. The Postal Service is seeking information from companies which have the current existing process management tools which can do the following: Tool Requirements. The process management tool should provide the following capabilities: Operational: (1) Operate in the standard Postal Service application development environment, including MS/Office 4.2, MS/Windows 3.1, MS/Project 4.0, and Novell 3.1.2. (2) Support multiple users (up to 250) in LAN-based environment and provide a standalone PC version. INTERFACE: (3) Provide bi-directional interface with Postal Service project management tools, MS/Project for Windows. (4) Provide interface with Postal Service form generation software, currently F3fill and MS/Word, for completion of official forms. (5) Be able to invoke other tools (e.g. CASE, forms generation, data modeling, sizing/estimating) from within the process manager environment. (6) Support interfacing with other Postal Service publications and the electronic documentation system. FUNCTIONALITY: (7) Provide pre-defined process templaces - i.e. adaptable Work Breakdown Structures (WBSs) - that provide all phases, activities, tasks and deliverables to support the software development process. (8) Provide capability to customize pre-define process templates to Postal Service life cyccle methodologies, including, but not limited to, waterfall - for large, average, and small projects, client/server, prototype and outsource. (9) Provide capability to tailor process templates (pre-defined or customized) to individual project requirements, creating diagram and outline views of the project WBSs. (10) Provide capability to store and maintain sample deliverables. (11) Provide capability to access actual project deliverables throughout project. (12) Provide hypertext capability for all components of the process standards and procedures (including standards text, glossary, forms, samples, etc.). (13) Provide capability to capture, analyze, store (for project histories and future planning and estimating) and report measurement data. (14) Provide automated risk analysis, performance measurement and project estimation, including use of the function point method. (15) Provide capability to customize and maintain the process templates, on-line help/training material, Quality Assurance checklists, and sample deliverables. (16) Provide versioning capability to access multiple versions of the softrware process methodology, standards, and procedures. (17) Provide security to control access to update by resource type (e.g. project manager). ON-LINE ACCESS: (18) Provide on-line access to process standards and procedurs from corresponding activities in WBSs. (19) Provide on-line access to the format, samples, and completion template (if form) for standard deliverables. (20) Be able to instantly display and utilize on-line help and training materials. COMPANY REQUIREMENTS: The company must be able to: (21) Provide on-site training and support of Postal software process experts. (22) Provide on-site consulting fsupport for initial set-up, customization and conversion. (23) Demonstrate corporate viability (longevity, installed base, financial resources).
