Martin Marietta Energy Systems, Inc., (the Company) acting under
Contract No. DE-AC05-84OR21400 issued by the United States Department
of Energy (DOE), operates the Oak Ridge National Laboratory (ORNL) in
Oak Ridge, Tennessee. ORNL is soliciting expressions of interest from
colleges and universities to provide research support as part of DOE's
support of the American Textile Partnership (a partnership of
industry, DOE laboratories, and universities) with regard to the Demand
Activated Manufacturing Architecture (DAMA) project. DAMA's mission is
to improve operations, and thereby the competitiveness, of the United
States Integrated Textile Complex (i.e. the supply chain from U.S.
based fiber suppliers to and including retailers of fabric based
products) through the identification of advantageous business practice
modifications and the definition of a communications and computer
systems architecture to support these modifications. The program will
provide for support of research relevant to DAMA through a subcontract
in the range of $750,000 over a two year period of performance. It is
anticipated that the subcontracts will be awarded during FY95. The
research should focus on topics in areas potentially relevant to the
DAMA mission. These areas include impacts of future trends in the U.S.
consumer environment upon demand for textile complex products,
improvements in fabricator approaches to providing ``shelf'' ready
products, opportunities for improvement of and standards for electronic
interchange and use of textile complex related information, issues
related to usability and reliability of textile complex sourcing data
bases, and methods for and the effectiveness of a DAMA learning
laboratory. A significant portion of the research shall be carried out
by graduate students under the guidance of other college/university
staff. Interested colleges and universities having a broad textile
complex based program (e.g. textile manufacturing, fabrication and/or
retailing of fabric based products) and expertise in other areas
required to support applicable research (e.g., information/computer
sciences, management, psychology as appropriate to the research)
currently in existence or should team with an institution with such a
program are encouraged to submit a maximum five-page general outline of
a research agenda which the institute would carry out as part of this
research effort. This institute should have experience performing work
for the textile complex and have available to it sufficient qualified
individuals to supervise and carry out this effort in addition to its
current research. Submissions by Historically Black Colleges and
Universities (HBCUs) and Minority Institutions (MIs) are encouraged to
submit the statement of qualifications. No telephone voice responses
