Carpenter, 202-366-0564 The Federal Railroad Administration (FRA)
intends to negotiate a 9-month contract for a socio-environmental
engineering study to assist in determining ways to relieve
railroad-community conflicts generated by the interface of railroad
operations and motor vehicle highway traffic in the Jefferson Parish
and New Orleans regional area. Specifically, the analysis will (1)
identify safety problems and potential solutions regarding the
transportation of hazardous materials along the Old Metarie Corridor;
(2) identify problems and potential solutions to vehicular traffic
congestion along the corridor; (3) examine the railroad/community
interface conflicts in the area; and (4) identify potential alternative
track relocations. The study will identify both short-range and
long-range alternatives, and will provide recommendations and
cost/schedule estimates for resolving respective problems in current
terms and dollars. The proposed solutions must be practicable and
acceptable to BOTH the community and the railroads, and susceptible to
implementation from the standpoints of environmental and financial
considerations, and railroad operations. The contractor will review
previously published study reports pertaining to the Jefferson Parish
(Metarie), Louisiana railroad-community interface conflict and the New
Orleans regional railroad area analysis as the initial task. Copies of

assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short-Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
