C -- A-E SERVICES FOR A RECONNAISSANCE STUDY AND (OPTIONAL) FEASIBILITY STUDY FOR MODIFICATIONS AND IMPROVEMENTS TO L455 (ST. JOSEPH, MO) AND R471-460 (ELWOOD, KANSAS; ROSECRANS ANG, MO) SOL DACW41-95-#-0002 DUE 022295 POC Contract Specialist, Dennis Dillard, (816) 426-5542 1. CONTRACT INFORMATION: A-E services are required for a reconnaissance study to determine Federal interest in providing additional flood protection to areas already protected by federally constructed levees along the Missouri River at L-455 (St. Joseph, Missouri) and R471-460 (Elwood, Kansas, and Rosecrans ANG, Missouri). A firm fixed price contract will be negotiated with anticipated award in the spring of 1995. The contract may include an option for a follow-on feasibility study which could be awarded in about 1997, depending on the results of the reconnaissance study and the review and approval process. 2. PROJECT INFORMATION: This project would include hydrologic and hydraulic analysis for the Missouri River in the vicinity of the existing levees, evaluation of interior drainage and drainage structures, cost estimates, and development and analysis of flood control alternative plans, including non-structural. Alternatives may include raising or extending existing levees and other alternatives. An economic analysis of alternatives, and limited environmental and cultural resource determinations would be required. The feasibility study would further define reconnaissance alternatives, provide budget level designs, cost estimates, and risk analysis. 3. SELECTION CRITERIA: Selection will be based on the following criteria: Items a through d are the primary selection criteria listed in relative order of importance. The criteria listed in paragraph e through g only will be applied as a tie-breaker. a. Professional capabilities. (1) Responding firms shall demonstrate capability in these disciplines: prehistoric and historical archeology, aquatic and terrestrial biology, civil engineering, cost estimating, economics, environmental engineering, geology, geotechnical engineering, hydrologic engineering, hydraulic engineering, historic architecture, historian, sociology, structural engineering, CADD and GIS operation. (2) Professional registration of lead designers and project manager. Archeologists and historians must meet the minimum qualifications of 36 CFR 61, Appendix A. b. Specialized experience and technical competence. In block 8 cite whether the experience is that of the prime (or joint venture), consultant or an individual. Work cited that is experience of the prime (or joint venture) from an office other than that identified in block 3b shall be so labeled. Project experience cited should include information on the specific analytical tools and criteria utilized to achieve results. Specific specialized experience includes: (1) Experience in reconnaissance and feasibility studies, water resource planning, levee design, slope stability design, roadway and drainage structure design, levee closure structures, economic analysis, risk analysis, hydrologic and hydraulic analysis of channels and interior drainage, use of HEC programs (UNET experience may be used as a tiebreaker), preparation of NEPA documents and related socioeconomic studies, wetland inventories, and cultural resource surveys and reports, and mitigation planning and design. (2) Expertise and capability in developing geotechnical, civil, structural, environmental (NEPA), and hydraulic designs, plans, and quantities/cost estimates for similar projects. (3) Experience with laws and regulations affecting water and related land resource management or development in Missouri and Kansas. (Please cite this experience in Block 10 of the SF 255.) (4) Quality management procedures. Your Quality Control Plan should include a presentation of management controls, reviews and specific quality control processes that will be used to insure a quality product. (Cite in Block 10 of SF 255.) (5) Experience in preparing drawings compatible with Intergraph Microstation 32 version 4.0.4 or higher. (Cite in Block 10 of SF 255.) (6) Experience in the use of either MCACES Gold or Composer Plus should be indicated. (Cite in Block 10 of SF 255.) c. Past Performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. d. d. Capacity to initiate and complete within the time parameters of the project. The reconnaissance study contract effort will be scheduled for six months and the feasibility study contract effort for one year. Evaluation will be based on the prime firm's and its consultants' staff versus current workload; accordingly firms shall submit a plot of capability versus current workload. e. Location of firm in general geographical area of the project. f. Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract, measured as a percentage of the estimated effort. g. Volume of DoD contracts awarded in the last 12 months to the prime A-E firm. (Cite in Block 10 of SF 255.) 4. SUBMITTAL REQUIREMENTS. Interested firms having the capabilities to perform this work must submit an SF 255 to the address listed below no later than close of business (4:00 PM Kansas City time) on due date stated above. Each firm/consultant listed within the SF 255 must have a current SF 254 (submitted within the last 12 months) on file with the Corps of Engineers, or one must be submitted with this package. Only the November 1992 edition of the SF 254/255 will be accepted. Solicitation packages are not provided. This is not a request for proposal.
