Commission intends to contract for electronic messaging service to
support approximately 100 users with an integrated capability to send
and receive foreign and domestic electronic mail, telex, and bulletin
board messages; send messages to a list of mixed addresses (electronic
mail, facsimile, and telex); use of newswire services to retrieve
relevant news articles automatically, review and distribute them
without downloading, and support a daily briefing; integrated messaging
and database service; and store and retrieve messages in user defined
files. The service must be accessible from personal computers via
dial-up access to the contractor's computers, either directly or via
reliable established data networks. Other users with whom the NRC must
communicate rapidly and reliably via the EMS are located throughout
the United States and in several foreign countries. The contractor must
provide X.25 compatible service and access to X.400 gateways that
permit electronic interchange with other X.400 users. This service must
provide the capability to compose and format text and forms online or
upload them for a personal computer. It must provide for message
storage, sorting, and retrieval; time and date stamping; access
security and message privacy; message distribution to user-defined
lists that combine different transmission modes; automatic
acknowledgment to sender upon receipt; means of tracking individual
messages; and online means for key users to monitor service usage. The
contractor must provide one or more telephone numbers by which NRC
personnel can obtain emergency assistance at any hour. This service is
unique to the NRC program office and is not a part of the interagency
network. Requests for copies of the solicitation will not be honored
unless the respondent provides evidence showing their capability to
perform the required services. This is a one year contract with four
