Contracting Officer: Wanda Corry Service Contract for single family residential appraisal services in the Mare Island Naval Shipyard Area, Vallejo, Solano and Napa Counties, California, in accordance with the Uniform Appraisal Standards for Federal Land Acquisition. The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in the selection of a maximum of 5 firms that represent the best advantage to the Government. Firms must have the ability to meet the following requirements: Offeror must possess recent residential appraisal experience in Solano or Napa Counties. Offeror must be licensed by the State of California. Offeror must submit a qualification statement that will be utilized in the technical evaluation of the offerors' qualifications (experience, training, education, etc.). The resumes and qualifications of those individuals performing, signing, and/or reviewing the appraisal shall be included for evaluation. Offeror must be capable of providing a completed appraisal within 20 days of receipt of the individual appraisal request on a consistent basis. Properties to be appraised are single family residences predominantly located within a 30 mile radius of Mare Island Naval Shipyard. The purpose of these appraisals is to establish residential fair market value of fee simple title to support appraisal requirements under the Homeowners Assistance Program (HAP), as authorized by the Metropolitan Development Act of 1966, Section 1013, as amended. Performance period will be from date of contract award through September 30, 1995, with two one-year options to renew. The indefinite delivery contract amounts will not exceed $80,000 per contract over the entire term of the contracts.
