Officer/602/379-6760. This procurement is totally set aside for
Indian-Owned and controlled firms under the "Buy Indian Act", 25 U.S.C.
47. This solicitation consists of repair and reconstruction of 4 routes
(7, 181, 187, and Oldberg Road) on Project GRIR ERFO No. 1, on the Gila
River Indian Reservation, Pinal County, Arizona. Some of the items of
work and anticipated approximate quantities are as follows: Roadway
Excavation, 18,614 CY.; Unclassified Borrow, 7,633 C.Y.; Railbank
Protection, 2,620 L.F.; Aggregate Base, Grading Special, 5,523 Ton; Hot
Asphaltic Concrete Pavement, Class "B", Grading Special, Type I, 2,805
Ton, Scarify Roadway, 29,867 S.Y.; Concrete Slope Paving, 15,388 S.Y.,
etc. The project is expected to fall within the estimated price range
of $1,000,000 to $5,000,000. The work shall be completed within 90
calendar days. Presolicitation notices are being provided to firms on
the agency's mailing list concurrently with the publication of this
synopsis. The following applies only to eligible Indian/Alaska Native
Economic Enterprise who meets the definitions of "Indian" and "Indian
economic enterprise". Indian means a person who is a member of an
Indian Tribe or an Alaska Native who is 1/4 degree or more Alaska
Native blood and either on or descended from someone on the rfoll of
Alaska Natives pursuant to the Alaska Native Claims Settlement Act of
1971 (43 U.S.C. 1601 et. seq. Indian/Alaska Economic Enterprise means
any business entity (whether organized for profit or not) which: (1) is
at least 51 percent owned by one or more Indian(s) or (an) Indian
tribe(s); and (2) one or more of those owners must be involved in the
daily business management of the economic enterprise; and (3) the
majority of the earnings of which accrue to such Indian person(s).
These requirements must exist when an offer is made to a solicitation
at the time of award, and during the term of the contract. Indian
concerns bidding under this act must be self-certify as eligible under
the "Buy Indian Act". Failure by the contractor to submit a Indian
Preference plan for doing so prior to award and implement same after
award shall be sufficient reason for non-award or termination of the
contract for default. Names of potential Indian subcontractors can be
obtained from this office. Potential bidders are required to do a
mandatory on-site visit to determine the extent of the project. The
solicitation will be available on 10 Feb 1995. No telephone requests.
